| The problem of non-police emergency alarms has always been one of the most concerned issues for the staff of public security organs,especially the operators who participate in the work of receiving and handling calls,and the police officers of grassroots police stations.As an “old operator” who has been working in the 110 alarm service platform for 13 years,I have a deep understanding of the complexity and difficulty of handling non-police emergency alarms.The increase of non-police emergency alarms mainly due to the public’s dependence on public services.The development of urbanization makes cities a gathering place for a large number of strangers,and the individual’s demand for public services rises accordingly.The public security organs are popular with the public for their fast convenience and coercive ability to solve problems.The public security organs always follow the principle of “Serving the people wholeheartedly” to solve problems for the masses,but they are also forced to bear too much responsibility that other government departments should bear.It is urgent to explore the solution of non-police emergency alarms.This paper aims to provide ideas and theoretical support for the mechanism construction of non-police emergency alarms handling work,to promote police reform and innovation,improve and enhance police-citizen relations,and help the government better respond to the public’s urgent demand for public services.The paper combines various research methods such as literature analysis,data analysis,interview,case analysis,experience summary,etc.First,it defines the related concepts such as non-police emergency alarms,non-police emergencies,non-police matters,etc.,especially proposes a definition of “non-police matters” which has no relevant research in China at present.Then it analyzes the diversion and disposal mode of non-police matters by drawing on the theory of collaborative governance,and puts forward three feasible practical modes.Then,by introducing and comparing the mechanisms and measures adopted by Z city in handling nonpolice emergency alarms in more than 20 years,it is found that there are problems such as poor diversion,slow diversion efficiency,poor diversion effect and lack of supervision in the diversion and disposal of non-police matters in 110 non-police emergency alarms of Z city public security organs.The main reasons for these problems are: unreasonable use of police resources by the public,lack or misplacement of government functions,overstepping of functions by public security organs due to their own needs,improper publicity that puts public security organs in a dilemma,and difficulty in supervision before and during events.Finally,drawing on domestic and foreign advanced experience and research on collaborative governance theory,this paper puts forward feasible countermeasures and suggestions for Z city’s diversion and disposal work of non-police-related matters according to local reality,including: improving laws and regulations,clarifying the responsibilities and rights of various departments;establishing collaborative mechanisms,promoting communication and cooperation among departments;strengthening supervision and assessment,improving the disposal efficiency of various departments;strengthening publicity and education,guiding the public to use police resources reasonably;cracking down on abuse behavior,enhancing the law enforcement credibility of public security organs. |
