Study On The Information Publicity Of The Provincial Government Based On The Service-oriented Government

With the advent of the information age,the explosive growth of information has become a part of people's production and life,and also has put forward the information disclosure requirements for the construction of service-oriented government in our country.Government information disclosure is conducive to the construction of the service-oriented government in our country,which is conducive to the protection of citizen participation and the implementation of democratic politics,which is conducive to the prevention of corruption.Since the promulgation of the regulations of the People's Republic of China on the information publicity of the government of the People's Republic of China,China has made great progress in the construction of government information publicity.However,compared with the long-term strategy of the construction of service-oriented government,the current government information disclosure system of China still has many problems,this kind of situation,to a certain extent,hindered the pace of construction of the service-oriented government in our country.In this paper,first of all,has completely combed the relationship between China's service-oriented government and the government information disclosure system,and has made clear concern about the interactive relationship of complement between the service type government and government information disclosure.After that,from the perspective of service oriented government,this paper collected and sorted out the 93 government information reports from 31 provinces in China in 2012-2014.Through statistical analysis,we found that the current government didn't pay enough attention to information disclosure system;and the available channel of the government information disclosure is narrow;effectiveness of relief measures and open subjectivity;the results of the government information disclosure turn out to be a mere formality,etc.The causes of these problems are:public awareness of the government and the public information is weak,the construction of the government information publication law isn't perfect,the influence of government agencies setting and government administrative mode and the level of development in the region.On the basis of studying the American and Japanese and other western developed countries' experience,the paper provides some suggestions and countermeasures in view of the China's government information disclosure.Based on the special national conditions in the process of the government information disclosure experience of advanced foreign countries and our service-oriented government construction,the writer put forward relevant measures mainly to perfect the legal system of disclosure of government information China's service-oriented government information disclosure,such as:to establish the rule of law government service;to strengthen the construction of government information open access and establish efficient service type government;to improve the government information disclosure supervision mechanism and the construction of service-oriented government responsibility;to arouse the masses of the people the right to know in the construction of national participation in service type government.At last,in this paper,the author provided some proposals on how to transform of government functions and how to build real service type government and perfect government information publicity of administrative litigation relief measures.
