From the 19th Party Congress report proposed to "build a high quality,professional cadres." The report of the 20 th Party Congress pointed out that "we should encourage cadres to take charge and act positively,and grasp the fundamental plan of successors." It can be seen that the party and the state have always attached great importance to the construction of civil servants.As a government agency,the street office downward contact with the community and the masses,upward to support the operation of higher-level decision-making,for the effective operation of the entire work chain plays an important role.Therefore,as an important part of street offices,the working condition and spirit of street office civil servants directly affect the government’s administrative efficiency and public service level.However,with the comprehensive promotion of deepening reform in recent years and the downward shift of the center of gravity of urban governance,the requirements and challenges faced by street office civil servants are constantly changing,and the phenomenon of inconsistency with the requirements of daring to take charge and act in the new era has emerged in the street office civil service team,such as: work emotionally exhausted,work attitude depressed,negative work behavior,etc.More and more street office civil servants choose to "lie flat",and the team has a low sense of personal achievement,emotional exhaustion and other burnout problems.Therefore,alleviating the burnout of street office civil servants has become an important issue in the construction of the cadre in the new era.The complexity,urgency,and enormity of the work have placed higher demands on the street office civil servants.At the same time,the urbanization background of "removing the town and building the street" makes the urban management at the street office level more refined and comprehensive,which also brings pressure to the street office civil servants.At present,the work pressure of street office civil servants is increasing,which is a problem that cannot be ignored.Proper work pressure can stimulate people’s passion for work,but if they are located in a high-pressure work environment for a long time,it will make people physically and mentally exhausted,emotionally disturbed,feeling helpless and desperate,which leads to emotional exhaustion,depersonalization and other phenomena of burnout in work and life.Therefore,it can be said that the high level of work stress is one of the main causes of burnout among civil servants in street offices.Street office civil servants have been in the first line of reform,development and stability,and it is important to strengthen the construction of street office civil servants to create a high quality,professional and courageous cadre for China’s economic development and social progress.Based on this,the core question to be addressed in this paper is: How does work stress affect the burnout of civil servants in street offices? That is,the process of the role of work stress on the burnout of civil servants in street offices.In order to solve the above problems,this study first combed through the literature,took resource conservation theory and equity theory foundation as the theoretical basis,took job stress as the independent variable,burnout as the dependent variable,and also introduced psychological contract as the mediating variable,constructed a theoretical model of job stress on burnout of street office civil servants and put forward four hypotheses(hypothesis 1: job stress of street office civil servants has a significant effect on their burnout;Hypothesis 2: Job stress of street office civil servants has a significant negative effect on psychological contract;Hypothesis 3: Psychological contract of street office civil servants has a significant effect on burnout;Hypothesis).Secondly,the questionnaire was prepared according to the mature scale at home and abroad,and the quality of the questionnaire was tested through pre-study,and then a formal study was conducted to collect data with the street office of City C,District B.Finally,after the path analysis and mediating effect test were conducted for each research variable,the following conclusions were obtained:(1)there is a significant positive effect of job stress on burnout of street office civil servants;(2)there is a significant positive effect of street office civil servants’ job stress has a significant negative effect on psychological contract;(3)street office civil servants’ psychological contract has a significant negative effect on burnout;and(4)street office civil servants’ job stress has an effect on their burnout through the mediating effect of psychological contract.Based on the findings of this study,this study proposes countermeasures to alleviate burnout in street office civil servants under the perspective of job stress:(1)managing job stress in street office civil servants;(2)enhancing the psychological contract of street office civil servants;(3)optimizing the incentive mechanism of street office;and(4)creating a favorable external environment for street office work.The contributions of this study are:(1)Through an empirical study,the mechanism of the effect of job stress on burnout of street office civil servants is tested,and the psychological contract is confirmed to play a mediating role between job stress and burnout.(2)It provides implications for the application of resource conservation theory in the public sector and provides countermeasures for government organizations to alleviate burnout among civil servants in street offices.
