Public service with economic regulation, market supervision and social management have been classified into the basic functions of the government since 16th National Congress of Communist Party of China . At this stage and the near future, the service-oriented government is and will be one of the major objectives for the administrative reform, and also it will be a hot issue in the theoretical circles. During the process of building an effective service-oriented government, whether it is policy formulation, service delivery or management contract, the ultimate vitality of the effective government is from its member- civil servant . Nowadays , the requests for the civil servant are increasing ,but in fact the demands for the civil servant are neglected by the media and the public and even the GovernmentIn this paper, I have investigated 200 civil servants about job satisfaction and stress intensity scale of Shanghai .By using the SPSS statistical software , I have analyzed working conditions of the civil servants , in particular I have analyzed the different needs of the civil servants from different age levels ,different positions and different education backgrounds. And in accordance with its existing features, to build and improve the psychological contract of civil servants, I have given some specific suggestions and recommendations in order to maximize the influence of psychological contract, to increase the enthusiasm and the spirit of public service for the civil servants so that to further promote the construction of a service-oriented government.The results of investigation shows that the pressure of the civil servants and job satisfaction is a negative correlation, and the pressure index and almost all the job satisfaction is also negatively correlated with latitude. The average of the job satisfaction index is 124.65 which has not reached the scale of the level of moderate-intensity (126),so the overall job satisfaction for the civil servants is not good . From various latitude, the job satisfaction of the civil servants of Shanghai exists gender differences which can be seen from the average that female civil servants have slightly higher job satisfaction compared with male . What's more ,there is no significant difference of job satisfaction in different age levels. The cross-analysis of age structure with job satisfaction shows that only in the latitude of the nature of work there are significantly differences among the different age levels. From the latitude of different education backgrounds , there are some difference in job satisfaction. The civil servants who have master degrees and above enjoy high satisfaction in the latitude of "boss", "colleagues" and "communication" compared with the rest civil servants . The length of work experience has a little influence in the job satisfaction .The only significant difference is those who works less than one year has higher satisfaction for their supervisor compared with the rest civil servants .In the basis of the results of the investigation , this paper gives some recommendations in order to improve the psychological contract of civil servants:First, to build psychological contract of civil servant, it is better to achieve the dynamic management according to the different needs of different age groups and different positions. Second, it can be seen from the characteristic of civil servants that the construction of psychological contract should start from the grass-roots level, through the expansion of a variety of promotion channels and enhancement of the performance of targeted career assessment to improve the management of the psychological contract. Third, with the changing concept of the career development of the female civil servants, the psychological contract for the female civil servants should concern the characteristics of female and provide more environmental support for them. Fourth, the key to build the psychological contract of the civil servants is to integrate the personal values of civil servants and the spirit of the public administration. The main way is the shaping of democracy and independent personality, and the integration of the spirit of public administration and the national consciousness. What's more , this paper also gives some recommendations for the following study. |
