Job burnout of civil servants affects the physical and mental health of civil servantsand administrative achievements of the governments. In the contest of promotingpeople-oriented management philosophy, job burnout of civil servants has attractedmore and more attention and concern by the managers of governments. Psychologicalcontract violation can produce a series of negative effect on employees’ mood,psychology and behavior.Therefore,combining the psychological contract violationtheory, many domestic and foreign scholars have studied the effect of employees’turnover rate, achievements and the sense of happiness which exerted by thepsychological contract violation. but the study of how the psychological contractviolation affect job burnout of civil servants is rarely. This article takes civil servants ofChongqing governments as study object, the study mainly including the following threeparts:’Firstly, this article has studied the overall situation of civil servants of Chongqinggovernments by the method of sending questionnaire. The survey result shows that77.5%civil servants of Chongqing governments who have been investigated existdifferent degree sense of job burnout and different types of civil servants have differentsense of job burnout. In the aspect of age,civil servants who no more than35have thehighest degree of job burnout sense. In the aspect of sex, male civil servants have morejob burnout sense than females. In the aspect of administrative level, junior civilservants have more job burnout sense than seniors’ etcSecondly, this article has studied how the psychological contract violation affectjob burnout of civil servants by the method of combining quantitative analysis andqualitative analysis. By means of collation and statistics of the statistics data obtainedthrough investigating, this article quantitative analyzed the effect of psychologicalcontract violation to job burnout of civil servants. the result is that, the psychologicalcontract violation have a big effect to job burnout of civil servants.Finally, for the situation of job burnout on Chongqing’s civil servants and the effectof psychological contract violation to job burnout, this article proposes somesuggestions from the angle of psychological contract’ Maintain,the Government and thecivil servants to solve job burnout. From the angle of psychological contract’ Maintain,the government should pay more attention to the psychological contract of civil servants,they should establish warning mechanism、compensation mechanism to reducepsychological contract violation’ incidence and increase perceived organizationalsupport; From the angle of government, they should break values conflict paradoxwhich produced by dual role of civil servants, at the same time, they should completethe mechanisms and flow mechanism, broaden the career development paths; From theangle of civil servants, they should face the pressure actively, manage the pressureproactively, adjust bad mood, set up good occupation mentality.
