Research On The Dilemma And Countermeasures Of The Cooperation Between The Police And Enterprises In The Fight Against Telecommunications Fraud

With the rise of the Internet era,relying on the Internet of everything as the background,the criminal characteristics,methods,organizational structure of telecom network fraud cases are constantly upgrading and evolving,and the trend of high incidence of telecom network fraud crimes has caused a huge impact on the traditional public security criminal attack mechanism.As the main body of such cases,the public security organs are limited by technical ability,mechanism,system and other factors,and can not deal with the current situation of telecom network fraud.With the deepening of government’s management of telecom network fraud activities,it is an inevitable trend for public security organs to integrate internal information resources and share data resources with external enterprises in the future.This paper will focus on the situation of cooperation between police and enterprises in the fight against telecom network fraud,study the difficulties existing in the process of cooperation between police and enterprises at the present stage,explore the shortcomings of public security organs in the process of data resource integration under the background of the new era,and correct and explore the traditional public security social governance model.This paper selects the case of T City Public Security Bureau’s fight against telecom network fraud as the research object,uses case analysis and questionnaire method to summarize and analyze the difficulties existing in the cooperation between police and enterprises in the fight against telecom network fraud cases,and comprehensively applies evolutionary game theory to elaborate and extract the specific difficulties.Finally,the paper comprehensively applies the theory of multiple governance and evolutionary game theory to put forward corresponding solutions to the dilemma of police-enterprise cooperation in cracking down on telecom network fraud cases,aiming at balancing the interests and needs of different subjects,building a win-win situation,and then effectively promoting the long-term cooperation and development of police-enterprise cooperation in cracking down on telecom network fraud cases.The main contents and arguments of the study are as follows:First,theoretical model construction.On the basis of systematic review of the current research results,this paper analyzes the compatibility and guiding significance of evolutionary game theory to the cooperation between police and enterprises in cracking down on telecom network fraud cases,and puts forward the relationship between cost and benefit mismatch in the cooperation between police and enterprises in cracking down on telecom network fraud cases.The second is to investigate the reality of the cooperation between police and enterprises in T City Public Security Bureau to combat telecom network fraud cases.Through the interview and questionnaire analysis,the author points out that the current situation of the attack is not good,the cooperation channels are not smooth,and the influencing factors are in the dilemma of game.The main reasons are weak attack ability,imperfect mechanism,mismatch of power and responsibility,and lack of governance subjects.The third is to elaborate the improvement path of cooperation between police and enterprises to combat telecom network fraud.Based on the governance objectives of telecom network fraud,the necessity of building public security big data,the mechanism of optimizing cooperation between police and enterprises,the practical strategies of income distribution and the optimization objectives of power and responsibility matching are clarified.
