In recent years,the situation of telecom network fraud in China has become increasingly severe,showing new characteristics and new trends such as strong resistance to technology,fast updating of fraud techniques and diversification of fraud targets,which seriously affect people’s life and property safety.However,due to the non-contact characteristics of telecom network fraud crime,as well as the characteristics of concealment,cross-regional and other characteristics,it is difficult to achieve the ideal governance effect by relying on the public security organs alone.Through literature research,field research and interviews,this paper takes X Street as an example,under the guidance of SFIC model,actively discusses the current situation and existing problems of multi-subject collaborative governance of grassroots telecom network fraud,and puts forward countermeasures and suggestions.The research found that the grassroots can effectively reduce the telecom network fraud cases by establishing anti-fraud alliance,communication and consultation mechanism,collaborative publicity mechanism,implementing joint meeting system,establishing tracking and questioning mechanism,precise targeted publicity and other working measures,the public’s anti-fraud awareness is greatly enhanced,and anti-fraud collaborative governance has achieved certain results.However,there are still some problems in collaborative governance,such as insufficient concept of multi-subject collaborative governance,imperfect system construction and lack of effectiveness of collaborative process.To this end,it is necessary to optimize from the aspects of catalytic leadership,institutional path and collaborative process,constantly strengthen the awareness of collaboration among all parties,and improve the effectiveness of collaborative governance. |
