Research On Transboundary Public Crisis Governance From The Perspective Of The Space Theory

Modern society has high risks.Emergencies occur frequently,and public crises also exhibit a "transboundary" feature,which can break through geographical boundaries,blur time boundaries,cross functional boundaries,break subject boundaries,transcend crisis carriers,and even compound crisis types.As a new form of crisis,transboundary public crises pose a great threat to social public safety and pose new challenges to public crisis governance.It comprehensively adopted literature research methods,case research methods,and systematic research methods to conduct research on the governance of transboundary public crises.Firstly,it defines transboundary public crises and related core concepts,introduces the history and sociological turn of the space theory,and demonstrates the compatibility between the space theory and transboundary public crisis governance research.It discussed the current situations of transboundary public crises that transboundary public crises have many triggering factors,a wide range of impacts and a high degree of complexity.Transboundary public crisis governance has fallen into multiple dilemmas of practicality,institutionality,empiricism,and insufficient effectiveness.The root cause of its dilemma lies in the lack of scientific understanding of transboundary public crisis.Theoretical deficiencies cannot effectively guide practice,and due to limitations in willingness and ability,as well as constraints in collaboration,the overall governance body is in a state of weakness,unable to effectively exert governance synergy.Secondly,in order to respond to the governance challenges caused by transboundary public crises and provide scientific guidance for their governance,constructing the spatial model of transboundary public crises based on the social space theory.Deconstruct transboundary public crisis into five types of spaces: Physical space and spiritual space carry transboundary public crisis as real existence and perceived existence respectively.Relationship space is the sum of element relations and spatial relations involved in transboundary public crisis.Power space is the sum of power and responsibility involved in transboundary public crisis.Information space is full of information related to it,and provides carriers and ways for the dissemination of these information.Furthermore,the systematization of space was achieved from the dimensions of time,nature,and society,and it was pointed out that the systematic connection of transboundary public crises should be achieved through relationships as a link.Interpreting the dynamic changes of transboundary public crises in time series and spatial dimensions,transboundary public crises are achieved through the generation mechanism of "security risks-emergencies-public crises" and the diffusion mechanism of "factor interaction-spatial evolution-spatiotemporal spillovers".Finally,apply the spatial model to guide transboundary public crisis governance practices.Sorted out the governance logic of transboundary public crises.Attention should be paid to stimulating governance vitality through spatial elements,connecting governance forces through spatial relationships,advancing governance processes through time,and updating governance goals through spatial forms.On this basis,proposing governance paths for transboundary public crises.Seize opportunities proactively in time,optimize security systems in physical space,eliminate perceived fear in spiritual space,promote collaborative cooperation in relational space,regulate power operation in power space,and optimize information application in information space.Thus,with the support of the safe state,good order,and coordinated operation of each type of space,promoting the improvement of the effectiveness of transboundary public crisis governance.
