Research On Urban Public Parking Space Governance From The Perspective Of Space Productio

With the development of people’s living standards and the continuous acceleration of the urbanization,more and more private cars create some problems such as difficult parking and expensive parking,which haunts local governments and urban residents.In order to meet the public’s parking needs,the space of urban public parking has experienced from creation to expansion,from govermment centered to market participated,from the construction of public parking lots to the construction of curb parking space,from irregular manual work to the toll collection of "online+offline".In this process,the governance mode of urban public parking space has experienced three periods:the governance of absolute space in the spatial creation stage,the governance of abstract space in the spatial adjustment stage and the governance of differentiated space in the spatial reconstruction stage.Based on the perspective of the theory of spatial production,the development of the governance of urban public parking space is shaped into a three-dimensional and dynamic process.And the governance of urban public parking space as a differentiated space is the goal of urban public parking space development.Combined with the cases of the central area of Liupanshui city,the main characteristics of the governance of urban public parking space are specifically analyzed.Then construct the governance mechanism of urban public parking space from exploring the coordination mechanism of the government,market and the public,establishing efficient operation mechanism through the innovation of formal and informal governance tools,analyzing integration mechanism from the management tasks of political production,capital production and non-ecological production.As for the governance of urban public parking space on the basis of spatial justice,it is discussed from three aspects:spatial value,spatial creativity and spatial system.Trying to combine the governance of urban public parking space with the beautiful and happy life of human beings,to promote the realization of public interests and the guidance of public value,and seek the reformation and development of governance.The innovation points of this paper are mainly reflected in the following three aspects:the furst is to summarize the governance types of urban public parking space from a macro perspective,and construct the structure and process of the governance of urban public parking space.The second is to deduce the main characteristics of the differentiated space as the governance goal of the urban public parking space,and show the governance of the urban public parking space as the differentiated space in detail.Third,with the help of the governance framework of public space,this paper tries to build the governance mechanism of urban public parking space,discusses the social relationship network and the optimization in the governance of urban public parking space,and makes an innovative imagination of the governance of urban public parking space on the basis of spatial justice.
