At present,with the advancement of China’s urbanization process,the quality of life of the people is getting higher and higher-the income level is rising,and the consumption is constantly escalating.At the same time,the overall incidence of crime in China is high,and the problem of illegal crime has become one of the main factors affecting the happiness of residents.Crime brings social costs,which in turn affect the consumption level of residents.Based on the panel data of 31 provinces,municipalities directly under the central government and autonomous regions in China from 2000 to 2018,the Hedonic model was used to analyze the impact of crime rate on the consumption of urban and rural residents by using the display willingness method in the crime cost estimation method,and estimate the crime cost borne by urban and rural residents in China.Through the fixed-effect model,robustness test,endogenous test and heterogeneity test,it is found that the higher the crime rate,the more consumption of urban and rural residents in China,that is,the more the cost of crime is borne by them,and for every 10,000 points of increase in crime rate,the per capita consumption of urban residents increases by 1.268 percentage points,and the per capita consumption of rural residents increases by 1.806 percentage points,respectively,increasing the consumption expenditure of urban residents in six aspects,such as food,clothing,household equipment and supplies,transportation and communications,culture,education and entertainment,and medical care.Rural residents’ consumption expenditure in eight areas,including food,clothing,housing,household equipment and supplies,transportation and communications,culture,education and entertainment,medical care,and others,has been increased.Subsequently,through the adjustment effect,it is found that in the context of urban-rural integration,the increase of urbanization rate will reduce the crime cost borne by Chinese residents,and the narrowing of the urban-rural income gap will reduce the crime cost borne by Chinese residents.In general,crime does bring social costs to urban and rural residents in China,making them spend more money to buy "security",but under the trend of integrated development of urban and rural areas,the gap between urban and rural areas in economic development,social life,culture and education and other aspects has gradually narrowed,which is conducive to reducing the cost of crime borne by urban and rural residents in China.Therefore,the following countermeasures and suggestions are put forward: strengthen crime governance,target key areas represented by food crime,strengthen the management of food production,transportation and sales,and establish a professional talent team;Integrate various measures,scientifically prevent crime,rationally plan the spatial layout of communities,improve infrastructure,install street lights,install monitoring,adjust public transportation lines,and increase investment in educational resources;Strengthen rural construction,promote the integration of urban and rural areas,promote the process of urbanization in our country in an orderly manner,and persist in feeding back the rural areas in cities and towns to narrow the gap between urban and rural areas.
