In recent years, with the weakness of international market environment and the decline of investment efficiency,China's macroeconomic growth has gradually turned to rely on domestic consumption to drive. However, behind the gradual increase of per capita consumption expenditure and the increasing status of consumption in the national economic growth, the gap between urban and rural residents' consumption is still large, and the level of rural residents' consumption expenditure, which accounts for nearly half of the total population of the country,is still low.The existence of large consumption gap is not conducive to solving the contradiction of imbalanced and insufficient development in the new era,to the sustainable growth of overall consumption demand, and to the realization of building a well-off society in an all-round way. Therefore, how to narrow the consumption gap between urban and rural residents has become an important topic at this stage.A sound social security system can improve the uncertainty of residents' expectations in the future and adjust income distribution, thus stimulating the growth of residents' consumption. However, under the special dual economic background of China, there are differences in the distribution of social security resources between urban and rural areas, and the degree and speed of development are also different,so it could affect the expenditure difference between city and village residents.Starting from the current situation of social security development in China and using panel data of 31 provinces from 2000 to 2017,this paper analyses the relationship between social security and consumption gap between urban and rural residents. It is found that with the increase of social security expenditure, the consumption gap between urban and rural residents is further narrowed, and this narrowing plays a role on the basis of social security while promoting consumption expenditure between urban and rural residents. In addition, through the establishment of intermediary effect model to further study the mechanism of the two,it is found that social security mainly affects the consumption gap between urban and rural residents through direct and indirect effects. The direct effect is reflected in the continuous improvement of the social security system, the rapid development of social security in rural areas, effectively alleviating the uncertainty expectations of rural residents for the future, thus stimulating the consumption of rural residents to a certain extent, narrowing the gap between rural residents and urban residents. The indirect effect is mainly reflected in the chain relationship of social security, which can reduce the earning difference between city and villafe inhabitants and thus narrow the consumption gap between urban and rural residents. In view of this,we should start by improving social security legislation, increasing social security expenditure, paying attention to rationalization and fairness of the distribution of social security resources between urban and rural areas, emphasizing that social security can improve the self-hematopoietic function of low-income people, and constantly improving the consumption environment in rural areas.
