Research On The Main Structure And Operation Mechanism Of Rural People's Mediation In The Normalized Prevention And Control Of The New Crown Epidemi

Since the outbreak of the new crown epidemic at the end of December 2019,in order to guard the lives of the people,China has been in the same boat under the leadership of the central government,and the epidemic prevention and control has achieved a stage victory.With the continuous changes of the new crown pneumonia virus,China’s epidemic prevention and control policies have been adjusted.However,due to the changing epidemic prevention and control policies and the lack of interpretation of the optimized epidemic prevention and control policies by local governments,the people are prone to misunderstand the epidemic prevention and control measures,triggering conflicts between the grassroots government and the public.In the face of the complicated conflicts and disputes,village people’s mediation plays a key role.Village people’s mediation is both one of the ways to promote grassroots autonomy under the leadership of Party building and an important means to realize the modernization of national governance.In this context,this study analyzes the power structure and operation mechanism of village people’s mediation in informal prevention and control,taking the practice of "village two committees + village sage association" in T city,Zhejiang Province as an example.After understanding the current situation and problems of village people’s mediation,we propose countermeasures to improve village people’s mediation in order to break the bottleneck of village people’s mediation and promote the development of people’s mediation.This article adopts the literature research method,case study method and interview method to analyze the participation of new villagers in village people’s mediation in depth.The article contains five main core contents: firstly,this article analyzes the background of the selected topic in the light of the current hot topics,discusses the theoretical and practical significance of the selected topic,and reviews the relevant domestic and foreign literature as the support of this article.The second part defines the core concepts of rural people’s mediation and informal prevention and control,and explains the theoretical basis of the article.After analyzing the current problems in rural informal prevention and control,the third part elaborates the practice sample of rural people’s mediation in T city.The fourth part analyzes the power structure and operational mechanism of rural people’s mediation.The study finds that rural people’s mediation in the context of informal prevention and control is a mass antiepidemic activity under the unified leadership of the township party and government,with the "new villagers" group as the substantive leader.Rural people’s mediation effectively maintains social order at the grassroots level through interest motivation,emotional communion,cultural discipline,and rule of law protection.Part V proposes some countermeasures to improve rural people’s mediation in informal prevention and control.In general,the informal power of village people’s mediation can improve the efficiency and save the cost of epidemic prevention and control.The "social power" shared by the informal power can effectively help villagers improve their selfmanagement ability,coordinate conflicts of interest among villagers,and ensure that villagers can live and work in peace and happiness.The creation of such a division of power has enabled China’s grassroots social autonomy to break away from the limitations of clan rule in traditional Chinese society,helping to build the foundation of democracy in China,while also facilitating the gradual expansion of China’s democratic autonomy system upwards.The rural society represented by new villagers should give full play to the function of villagers’ self-governance under the leadership of Party building,and form a positive interaction with the government to continuously promote the modernization and rule of law of rural governance.Ultimately,through the organic combination of formal control and informal control,the grassroots cadres and villagers can strengthen their ties,eliminate villagers’ inner dissatisfaction,and achieve a balance between grassroots government and rural society self-regulation,to build a harmonious and democratic rural society in the new era.
