Rural Community-level Governance Under The Strategy Of Rural Revitalization

In the context of comprehensively promoting rural revitalization,rural governance at the community level should also be further improved.Sungang Village consolidated the achievement of poverty alleviation,promoted the strategy of rural revitalization,actively explored the governance model of "one core and multiple,cooperative and co-governance",accelerated the growth of collective economy,promoted the increase of villagers’ income,and greatly promoted the transformation of the spiritual outlook of Sungang Village.In the process of making community-level governance more scientific,detailed and informative,the improvement of governance methods also needs to be further improved.Both the Party and other community-level governance bodies have gradually shifted their handling of various affairs from "management" to "service" to promote the overall development of rural revitalization.Taking specific villages as the research objects in the field investigation is of great significance to the study of rural grass-roots governance development of similar villages in Anhui Province and other provinces and regions in China under the rural revitalization.Therefore,this study takes Sungang Village,Panji District,Huainan City as an example,uses the research methods of actual investigation,model analysis and induction analysis to sort out and analyze the current situation of Sungang village community-level governance under the rural revitalization,and provides corresponding promotion strategies for Sungang village community-level governance in view of relevant problems,in order to offer wisdom and help to comprehensively promote the rural revitalization of Sungang village.This study firstly combs the existing researches at home and abroad,and on this basis,grasps the relevant situation of Sungang village community-level governance,and uses the CIPP(Background,inputs,processes and outcomes)theory,the whole process of people’s democracy theory and farmers’ sense of gain theory to provide theoretical guidance for the study of Sungang Village community-level governance in Huainan City.Secondly,it combs the current situation of Sungang village’s community-level governance,and analyzes it from three aspects: governance subject,governance model and governance effect.Thirdly,the CIPP evaluation theory was used to evaluate and analyze the community-level governance of Sungang village from four aspects: background,input,process and results,and the current situation of the community-level governance of Sungang village was understood in many aspects.The results show that there are some problems in Sungang village’s community-level governance,such as insufficient funds for community-level governance,large gap between urban and rural income,shortage of community-level governance talents,and lack of villagers’ awareness of participation.Finally,based on the comprehensive evaluation of the effectiveness of community-level governance and the current situation of community-level governance in Sungang village,this thesis puts forward suggestions on promoting community-level governance in Sungang Village under the rural revitalization,including continuously promoting the construction of community-level governance system,strengthening the construction of community-level governance investment,improving the implementation process of community-level governance and optimizing the environment of villagers’ participation.
