| Promoting the modernization of the national governance system and governance capacity is a major issue related to the construction of the Party and the country,and regional governance,as a key field to promote the modernization of the national governance system and governance capacity,must require regional governance towards regional integration and regional synergistic development.To promote the deep development of regional governance,local government,as the main body of regional governance,must first focus on the concentration of attention of each subject.This paper takes government attention as the research perspective and constructs a theoretical model analysis framework of local government attention allocation,and selects Beijing,Tianjin,and Hebei provinces and cities as the research samples.Based on 25 years of official text data from 1998 to 2022,we empirically study the attention allocation of local governments in the field of regional governance,using "government work reports","provincial policies","leaders’ public statements" and "authoritative newspaper articles" as four behavioral performance dimensions to observe the change of attention.On the one hand,through cross-sectional comparative analysis,we grasp the overall change process of attention allocation to regional affairs in Beijing,Tianjin and Hebei provinces and cities and the differences in attention allocation among provinces and cities.On the other hand.Through the longitudinal comparative analysis,the reasons for the changes in the allocation of attention to regional affairs by local governments are explored.The results of the study found that the behavioral logics of "central government guidance," "market expansion demand," "diversification of governance subjects," and "regional public problems pushing The behavioral logics of " central government guidance," " market expansion demand," " diversification of governance subjects," and" regional public problem pushing " and the interaction between them are the reasons for local governments to increase the level of attention to regional affairs,and the process of attentional change is reflected through " government work reports," " provincial policies,The process of attention change is expressed through "government work reports","provincial policies","leaders’ public statements" and "authoritative newspaper articles".The effectiveness of the four levels of behavioral logic and the interaction between them on the attention of different local governments and different time periods in the Beijing-Tianjin-Hebei region varies,and the overall attention level tends to increase,but there are large differences between provinces and cities,and the main reasons for the difference in attention level at different time periods.Through the empirical analysis and summarizing the findings of the study,corresponding countermeasure suggestions are proposed for reference. |
