Rural governance is a powerful tool for rural revitalisation,and ethnic rural governance is also an important way to achieve ethnic rural revitalisation and multiethnic common prosperity.In the process of rural development in China,the main approach is to promote rural development from the outside to the inside by using the city to promote the countryside,and to "transfuse blood" into rural construction and development by government support from the top down.These are the two paths.However,with the rapid urbanisation and the accumulation of urban-rural dichotomy,many rural areas in China are experiencing a lack of competitiveness due to the lack of endogenous power,making rural governance a complex challenge.Since ethnic villages have a weaker foundation,their development and governance should focus more on activating and nurturing the endogenous power of the villages,so that external assistance and endogenous power can form a synergy,which is in line with the new endogenous development model of the villages and is also the focus of the current national strategy for rural revitalisation.Based on this realistic background,this paper takes the new endogenous development theory as an entry point and takes the example of Eshan She Township in Tonglu County,Hangzhou City,Zhejiang Province,to sort out and study its rural governance practices and their effectiveness.As the only ethnic minority township in Hangzhou,the township has been able to develop with vitality through the effective integration of internal and external dynamics.Therefore,this paper firstly uses field research methods to collect first-hand information on the rural governance of the Eshan ethnic group and to sort out the characteristics of its rural governance at various stages;it combines the three-level coding with the rooting theory to summarise the multiple actors in its rural governance;and by constructing a network of actors,it analyses the specific processes of participation,interaction and cooperation of multiple actors in its rural governance.Secondly,it systematically explores the endogenous and external dynamic factors in the governance of the rural villages of the ethnic groups in Eshan,deeply analyses their practical paths,sorts out the characteristic practices and summarises the excellent experiences,with a view to providing new ideas and methods for the practical paths of governance of the rural villages of various ethnic groups.Finally,in view of the real-life challenges faced in the governance practice of the Curzonian She Village,corresponding suggestions for optimisation are put forward,with a view to promoting a more perfect rural governance path in the future.The study shows that rural governance is characterised by complex governance content,multiple governance subjects and always dynamic changes.Combing the specific process of governance from the perspective of actors and analysing the key elements of its subjects is conducive to the innovation and improvement of the institutional mechanism of rural governance.This paper,combined with the case of governance in the ethnic villages of Eshan She Village,finds that by continuously tapping into the local distinctive cultural and economic resources,integrating endogenous and external factors,and through the actor network constructed by multiple governance subjects,the endogenous development momentum of the ethnic villages of Eshan is deeply activated and a new endogenous development model is formed,thus strongly promoting the sustainable development of the ethnic villages.
