Research On The Supply Dilemma And Countermeasures Of Tianjin Home Care Service Center Under The Perspective Of Demand Overflow

According to the latest national census data,the proportion of China’s elderly population aged65 and over has reached 13.5% in 2020.According to the analysis results of relevant departments on China’s population structure,it is expected that in about 15 years from 2035 to 2050,the proportion of China’s elderly population aged 60 and over will reach 38% from 30%,and the total elderly population may reach nearly 500 million,which will make China’s social aging problem more serious.In fact,compared with other cities,Tianjin has entered a deep aging society ahead of time,so it has become the second city to enjoy home-based pension subsidies.In order to solve the impending impact of aging,China proposes to "build an elderly care service system with the coordination of home-based community institutions and the combination of medical care and health care".Tianjin also builds and promotes the community and home-based elderly care service model in combination with its actual situation,and starts to set up and complete the home-based elderly care service center.However,at present,Tianjin home-based elderly care service center still has obvious deficiencies in both hardware and service supply,which can not meet the needs of the elderly.From the perspective of demand spillover theory,this paper makes a full field investigation on Donghai Street home-based elderly care service center in Hexi District,Tianjin,analyzes and understands the needs of the elderly in Donghai street community,and finds that Demand spillover theory can be better embedded into the research of home-based elderly care service supply system,as well as better verify the practicability and advantages of China’s home-based elderly care service systems.By using the methods of interview,questionnaire and literature research,taking the supply of home-based elderly care service center as the theme,this paper first expounds on the background and significance of this research,clarifies the current progress of this research at home and abroad,reviews it,and determines the research ideas.Then,study the relevant theories and concepts,which have laid a solid theoretical foundation for this study.Next,through the sorting of the questionnaire,relevant data,and interview contents,we understand the current situation and problems of the supply and demand of home-based elderly care services in Donghai street,and then point out the problems existing in the supply of home-based elderly care service center in Donghai street community,mainly including weak software and hardware foundation,inadequate cooperation between the community and operators,inadequate communication between the supply and demand sides Excessive pursuit of market-oriented operation leads to the absence of government responsibility in some demand.Finally,by analyzing the problems and the causes of these issues,combined with the experience of two excellent home-based elderly care service centers in China,this paper puts forward countermeasures and suggestions to improve urban homebased elderly care services from strengthening the service supply foundation,optimizing the relationship between communities and operators,strengthening the interaction between supply and demand,and establishing a demand identification mechanism.
