| General Secretary Xi Jinping stressed at the 20 th National Congress of the Communist Party of China "The great achievements of the new era are jointly created by the Party and the people",China has a large elderly population,whose selfless dedication and hard work have made China what it is today.Now,as "dream builders" of socialist construction,they should be respected and treated by the society.Pay attention to and solve the problem of providing for the elderly,so that every elderly person can "rely on and provide for the elderly" is not only a family affair,but also a national affair.The traditional "421" family structure has weakened the function of family support for the elderly.The rapid development of science and technology has brought new development opportunities for smart home care services.In 2017,26 prefecture level cities were selected as the first batch of pilot cities for home and community elderly care service reform nationwide,funded by the central finance,and deployed by the Ministry of Civil Affairs and the Ministry of Finance for their task requirements,work arrangements and performance appraisal.Due to the different levels of economic development and basic endowment conditions in different regions,different endowment development trends have been formed,and the level of smart home care services is even more uneven.In the pilot process,various problems emerged one after another,especially the imbalance between supply and demand.This paper selects Kuiwen District,the central city of Weifang,as the research object,and issues questionnaires to 200 elderly people in the community to understand the basic information situation of the elderly and master the specific needs of the elderly,mainly including living care needs,medical and health needs,spiritual comfort needs and safety monitoring needs.At the same time,through the field survey of the elderly care service center in the community and interviews with relevant staff and volunteers,we have a deep understanding of the current supply of smart home elderly care services in Kuiwen District,Weifang City,covering the details of smart home elderly care service facilities,content and service personnel.Through the comparison of supply and demand,it is found that the imbalance between supply and demand of smart home-based elderly care services in Kuiwen District,Weifang City is mainly manifested in the following aspects: First,the supporting policies for smart home-based elderly care services are not sound,and the development lacks policy support;Second,the content of home-based elderly care services is single and the market development lacks vitality;Third,the effective demand for smart home-based elderly care services is insufficient,and the elderly have barriers to acceptance;Fourth,smart home-based elderly care service personnel are not professional enough,and there is a gap in the number of personnel.Therefore,this paper emphasizes on demand-oriented and strengthening effective supply.In view of the four problems of imbalance between supply and demand,four feasible suggestions are put forward.First,improve the smart home care service system and play the role of market regulators.Secondly,strengthen market orientation,enhance enterprise vitality;Thirdly,improve the adaptability of the elderly to digital life and narrow the digital divide;Finally,a team of smart home care service workers should be built to enhance the attractiveness of service positions. |
