| The 20 th National Congress of the Communist Party of China congress clearly proposed that the development of education should proceed from the interests of the masses,accelerate the high-quality and balanced development of compulsory education,and promote equity in education.The core of this is to make compulsory education "fairer,higher quality and more satisfactory".Therefore,to achieve the goal of "more fairness,higher quality and more satisfaction" is not only the urgent expectation of high-level education in today’s society,but also the key mission of realizing a comprehensive,just and dynamic basic education.By 2021,all 2,895 counties across the country achieved the basically balanced development of compulsory education at the county level,marking that China’s compulsory education stood at a new historical starting point.The measurement standard of "quality balance" is the improvement of hardware level,software level,qualification standard,the improvement of the quality level,and finally realizes the overall development of students and the improvement of comprehensive quality,and to meet the requirements of "learning" to "going to school".In this context,how the government can better fulfill its responsibilities and provide high-quality public education services is a new challenge.This paper in Wuhai city,Inner Mongolia S district government as the research object,using the new public service theory and public product theory,the literature analysis,interview,investigation and analysis of the S district government in the supporting system,infrastructure,resource sharing development status,the purpose is to find out the problems of the government responsibility,analyze the problems of the government and education departments provide rationalization and feasibility suggestion,expect to swallow the short board,promote the compulsory education towards a more balanced,more high quality goal.Through field investigation and interviews found that S area government responsibility consciousness is not strong,financial imbalance,resource allocation,single supervision and evaluation system,the cause of the problem for the responsibility main body is not clear,the limitations of the traditional achievements view,compulsory education development planning of dynamic monitoring,supervision and evaluation mechanism is not sound.The suggestions are to further implement the government responsibility by clarifying the main responsibility of the government,strengthening the government to increase the investment of special funds for education,paying attention to the inter-school education,optimizing the way of resource allocation,enhancing the overall strength of the region,and building a diversified supervision and evaluation system for high-quality and balanced development of compulsory education. |
