Research On The Rescue Management Of Stray Beggars

Vagrancy and begging is a common social phenomenon.With the changes of the times,its group structure has gradually changed.The relevant system in our country has also developed from compulsory shelter and repatriation system to voluntary relief management system,which reflects the concern for the vulnerable groups.It is undeniable that the phenomenon of vagrancy and begging has caused economic losses to the country and people to a certain extent,but also poses a threat to social security and urban civilization construction.How to effectively control it still needs to be explored.From the perspective of Suzhou rescue Management Station,this paper uses literature research,semi-structured interview and data analysis to study the current situation of rescue management,and finds that remarkable results have been achieved in the amount and rate of rescue,tracing work and street rescue efforts.At present,there are still some problems in the rescue management of vagrants and beggars in Suzhou rescue station,which can be summarized as "cheating","running station" phenomenon,the implementation of active rescue is not smooth,the rescue level is uneven,and the external forces are not cooperating well.After analysis,the main reasons for these problems are that the rescue related policies need to be improved,the policy publicity is not enough,and the rescue service needs to be optimized.And the local government has not paid enough attention to the rescue management of vagrants and beggars.Combined with domestic and foreign rescue experience and the actual situation of Suzhou,the paper puts forward suggestions in four aspects,one is to improve rescue management policies,the second is to increase the publicity of rescue policies,the third is to comprehensively improve the level of rescue services,and the fourth is to increase the government’s attention.It is hoped that while promoting the progress of the rescue and management of vagrants and beggars in Suzhou,it can bring some reference to other cities.
