| In September 2016,the CMC Joint Logistic Support Force was established.The JLSF is equivalent to the "forage officer" in modern warfare.It is the main force for implementing joint logistic support and strategic campaign support,and an important part of the modern military force system with Chinese characteristics.Against this background,the PLA has adjusted its personnel structure,vigorously reformed the civilian personnel system,extensively recruited human resources from the society to serve the military construction,and started to uniformly recruit civilian personnel from the society in 2018.Military civilian nursing staff undertake the important task of medical support in the joint service,and their role is increasingly prominent in the era of "general joint service".However,since the birth of the military civilian personnel system,there is a lack of professional and systematic competency assessment model,so there are still standardized guidance standards in selection,assessment and training.The research on the post competency model of military civilian nursing staff under the background of joint logistic support plays an important theoretical guiding role in standardizing the management of military civilian nursing staff and improving the medical support capability of joint logistic support force.Through literature analysis method,interview method and empirical research method,this thesis formulated the military civilian nursing staff competency dictionary for civilian nursing staff group of joint Logistic Support force.The post competency model of military civilian nursing staff under the background of joint logistic support was established and tested.Through research,a dictionary of civilian nursing staff competency of JLSF was compiled,and a lithium atom model of competency was established.Including loyalty quality,professional literacy,knowledge and skills,personal literacy 4 first-level indicators and adapt to the requirements of joint attendance support,love nursing work,ease of their own work,sincerely serve patients,rich legal and safety awareness,role awareness and other 13second-level indicators.Through the implementation of questionnaire survey,the relationship between different competencies,and analysis of different identities,levels of groups of civilian nursing staff competency cognitive bias.At the same time,this thesis analyzes the application of the model in the recruitment and selection,assessment and promotion of civilian nursing staff and education and training,and puts forward some policy suggestions on how to handle the relationship between centralization and democracy,collective and individual,top-level and hierarchical. |
