With the rapid development of Chinese economy,the scope of government work is expanded,although the state requires the government to streamline administration and delegate power,but does not reduce the requirements for civil servants,local government departments in response to the national policy,actively organize civil servants at all levels to conduct ability training and policy learning,in order to improve the overall quality of local civil servants,whether it is ability requirements or career development,In the intangible heightened competition among civil servants.At the same time,due to the impact of the epidemic,the competition for talents outside government departments has become more fierce,and more and more people are crowding into the team of "taking public examinations",and "one post for one thousand" has become commonplace.During this period,people only pay attention to the social status and career aura of civil servants,but ignore whether personal ability and career are consistent with the requirements of civil servants,which leads to various problems after entering the government.Therefore,how to improve personal competence,improve person-post matching and effectively manage the career of government employees?The development of scientific training has become the focus of management departments and theoretical circles.As a new technology of career management,competency model first appeared in the personnel management of enterprises.Through systematic element research and scientific operation mode,it can fully demonstrate the individual ability of employees,reduce the cost of personnel turnover,and assist individuals and enterprises to achieve their respective goals.However,in China,the mode of career management of government personnel through competency model is still in its infancy and has not been widely promoted.Although domestic research on relevant theories started late and there are bottlenecks in theoretical research,there are also breakthroughs.Among the limited research results,Based on the competency model,this paper explores the career management of civil servants in practice,so as to provide a realistic basis that is closer to the characteristics of The Times and a case reference for contemporary research.Taking baoji X district government department as an example,through the relevant theoretical research and practical investigation,targeted model is set up,and explore the government departments in the career management problems and deficiencies,and "adjust measures to local conditions" for X district government departments grass-roots civil servants career management explore a suit for the future development path.There are six chapters in the whole paper.The first chapter introduces the research background,significance,and research status at home and abroad,and sorts out the research ideas and methods used in this paper.The second chapter mainly focuses on concepts and related theories,including the meaning and content of common competency model,career anchor theory and person-job matching theory.The third chapter,based on the questionnaire,analyzes the current situation of competence and career management of grassroots civil servants in the government departments of X district.The fourth chapter is to sort out the relationship between competency and career management,and establish a competency model for the grass-roots civil servants in X District that can clarify the responsibility requirements of grass-roots posts and reflect the particularity of grass-roots work.In the fifth chapter,the competency,personal career planning and organizational career management of grass-roots civil servants are deeply explored from the perspectives of obstacles and obstacle analysis.The sixth chapter mainly combines the current situation of grassroots civil servants in X district to put forward suggestions for their competency and career management from the four aspects of environment creation,training effectiveness,talent development and attitude of emphasis.And at the end of the full text of the competency model based on X area of grass-roots civil servants career management research has carried on the brief summary,and points out the deficiency.
