In recent years,with the change of domestic and international situation,as well as the rapid development of modern science and technology,the scope and content of security work have changed greatly,and many new complex situations and problems have been encountered.The previous concept and working method of security can not meet the needs of security work under the new situation.From the perspective of external environment,the basic situation of all-round information monitoring and intelligence strategy implemented by foreign forces in China and the continuous upgrading of secret stealing activities has not changed.From the internal point of view,China’s opening-up pattern is further expanded,and the subjects of secret related fields are diversified and constantly extended.In particular,the rapid flow of secret related personnel and weak sense of confidentiality make the management of secret related personnel more difficult.Therefore,the current social situation presents new challenges to the management of secret related personnel.Competency model has become the main management method for talent training and selection and enhancing the core competitiveness of enterprises and institutions at home and abroad.However,there is little research on the competency of secret related personnel,and there is no relevant literature research on the competency model of secret related personnel based on grounded theory.It is found in the research that grounded theory has been generally accepted by international mainstream scholars,and its strong operating procedures and means overcome the shortcomings of the lack of normative methodology support in previous qualitative research.This paper is divided into six parts.The first part is a brief discussion on the research background and significance of this paper.After reading a large number of literature,it summarizes the research status of competency and grounded theory at home and abroad,and introduces the main research methods and research content of this paper.In the second part,through reading relevant books and literature,the basic theory,competency model,grounded theory and technical methods of secret related personnel are elaborated,which is the theoretical and methodological basis of this paper.The third part extracts the key behavior events related to the competence of secret related personnel through interview and open questionnaire survey.With the help of grounded theory and ATLAS.ti.8.0 qualitative analysis software,it extracts and summarizes the competency characteristics of interview content and open questionnaire,and establishes a general model of secret related personnel with 4 dimensions and 18 characteristic elements.In the fourth part,based on the theoretical model of the competence of the secret related personnel,the weight of the competence evaluation index is calculated by using the expert scoring and critical assignment method,and the composition of the model is analyzed.According to the above research results,the fifth part realizes the competency model module function in the evaluation subsystem of secret personnel,and shows the application examples.According to the evaluation results,it points out the shortcomings of secret related personnel,and puts forward the corresponding countermeasures to improve the competency of secret related personnel.The sixth part will summarize the full text,and summarize the advantages and disadvantages of the research,and put forward the prospect of optimization and improvement.Based on grounded theory,this paper constructs the competency model of secret related personnel,aiming to provide some reference for the selection,assessment and training of secret related personnel.At the same time,the construction of the competency evaluation model of secret related personnel plays a certain role in improving the evaluation system of secret related personnel in the security management work,helping enterprises and institutions to find excellent secret related personnel,and promoting the healthy development of the secret related personnel team.
