With the advent of the digital age,the traditional rights of minors have undergone many changes.The rights of minors in the traditional sense mostly emphasize the survival right of minors,but the emergence of digital society needs to emphasize not only the survival right of minors,but also the participation right,development right and protection right of minors in the digital world.Minors’ digital rights,as the main rights of minors to participate in the digital world and enjoy digital resources,need our attention.Minors have equal status with adults and enjoy the dividends brought by the digital world.However,due to the complexity of the network environment and the particularity of minors,the subjects represented by parents frequently restrict or prohibit minors from entering the digital world.In order to protect minors’ full access to the resources of the digital world and keep pace with the times,it is particularly important to establish minors’ digital rights.However,in the actual environment,the digital rights of minors face double difficulties.One is the difficulty of realizing the rights of minors’ digital participation,and the other is the difficulty of special protection in the face of complex digital environment in the process of minors’ digital participation.Generally speaking,due to economic,cultural and other reasons,minors face not only the limitations of digital access,language barriers,lack of information literacy,family control and other problems,but also multiple temptations and risks in the digital environment.Therefore,on the one hand,we should establish the concept of digital rights,enhance the awareness of minors’ digital rights,formulate the law on the protection of minors’ digital rights,and improve the infrastructure construction,so as to realize the rights of minors’ digital participation;On the other hand,we should improve the relevant judicial guarantee,use digital technology to enhance the government’s digital management and service ability,enhance parents’ information literacy,change the communication mode between parents and minors,increase schools’ investment in digital knowledge education,strengthen industry self-discipline,clarify corporate responsibilities,and provide corresponding protection for minors’ digital participation,In order to create a safe and healthy growth environment for minors.
