Research On The Construction Of Collaborative Supervision System Led By Intra-Party Supervision

Since the founding of New China the Party has achieved remarkable results in establishing and improving the supervision system of the Party and the State.The Decision adopted at the Fourth Plenary Session of the 19th CPC Central Committee emphasises that the Party and state supervision system is an important institutional guarantee for the Party to achieve self-purification,self-improvem ent and self-innovation in a long-term ruling environment,and clearly states that the Party’s internal supervision should take the lead in promoting the organic coherence and mutual coordination of various types of supervision.It can be seen that the construction of a synergistic supervision system with the Party’s internal supervision as the mainstay is becoming a key part of national governance.The coordinated supervision system emphasises the mutual cooperation of the various supervision systems within the system:forming a synergistic supervision force with a clear division of labour and high efficiency,and covers nine types of supervision:internal supervision by the Party,supervision by the National People’s Congress,democratic supervision administrative supervision,judicial supervision:supervision by the masses,supervision by public opinion,audit supervision and statistical supervision which is a typical collection of systematic systems with seriousness,synergy and effectiveness,and is conducive to strengthening the effectiveness of supervision It is also conducive to strengthening the effectiveness of supervision and improving its effectiveness.This paper takes Marx’s theory of power supervision,system theory and synergy theory as the basis of research,and takes the results of the current nationwide and party-wide prctical exploration of synergistic supervision as the background:the "2++1" reform in Yunnan,the "1+4+8+N" reform in Shanghai This paper summarises the experience of building a system of coordinated supervision led by the Party,and finds that there are still problems in the construction of a system of coordinated supervision,such as two maj or problems of coordination are not sufficiently solved,the system of coordinated supervision is not perfect,the technology of coordinated supervision is not advanced enough,and the mechanism of coordinated supervision is not sound.In response to the above problems,the countermeasures proposed in this paper include:cracking the two major supervision problems,solving the dilemma of vertical supervision and overcoming the problem of horizontal supervision;increasing coordination and improving the collaborative system;building a collaborative platform and strengthening digital management;and improving the collaborative mechanism and unblocking the supervision network,with a view to providing referenceable suggestions for the improvement of the supervision system of the Party and the state.
