| Both Japan and India are the great powers in the Indo-Pacific region,second only to China and the United States.They both play an important role in the Indo-Pacific security order and China’s peripheral diplomacy.Due to the nuclear test of India in 1998,Japan cut off defense link with India and the relationship between the two countries dropped to the freezing point.At the beginning of the 21 st century,driven by the convergence of security interests,Japan and India resumed defense cooperation,which was highlighted by the signing of the Joint Declaration on Security Cooperation between Japan and India in 2008.Over the next ten years,the trends of Japan-India defense cooperation has made unprecedented progress,the scope and depth of cooperation have been continuously expanded.Japan and India not only established defense dialogue mechanisms at all levels,but also extensively cooperated in joint military exercises,military education and training,advanced technology and system development,logistics support and many other fields.At present,the progress of bilateral relations between the two countries is unprecedented and has been regarded as one of the “most important bilateral relations” in the Indo-Pacific region.This research makes full use of the analytic hierarchy process,literature research method and historical research method to sort out the background and evolution of the development of Japan-India defense relations,as well as the dialogue and practice of defense cooperation,systematically analyze the motivation of Japan-India defense cooperation,and then introduce the regional security complex theory,combined with the balance of power theory and threat balance theory,discusses the regional impact of the deepening of Japan-India defense cooperation from the perspective of the Indo-Pacific security order,as well as the constraints on the development of Japan-India defense cooperation.Finally,based on the above cognition,a tentative discussion on China’s countermeasures is made.The thesis holds that what pushed Japan and India to deepen defense cooperation is ideological consensus,strategy convergence and the third-party factors.The ideological consensus includes good historical perceptions towards each other,similar values and identity,and similar views of the Indo-Pacific security environment;strategy convergence means that both Japan and India pursue great power status in their foreign strategies and cooperate with each other internationally;third party factors means both Japan and India feel the "China threat" and the uncertainty of the US security commitment brought about by the US strategic adjustment.Concerning the unfolding competition between China and the United States,the rapid warming of Japan-India defense cooperation has complex implications for Japan-India bilateral relations and the security pattern and situation in the region.The deepening of Japan-India defense cooperation manifested the development of the US "allies + partnerships" network in the Indo-Pacific region and the Indo-Pacific regional security order’s networking and decentralizing trends.This will make the security environment of the Indo-Pacific region complicated and intensify the arms race in the Indo-Pacific region.Constrained by the differences of strategic interests and strategic trust deficit between Japan and India,third-party concerns such as the United States,and technical obstacles caused by India’s excessive dependence on Russian weapons and equipment,right now Japan-India defense cooperation "loud thunder but little done" and its progress is still limited.The progress of Japan-India defense cooperation is closely linked to the evolution of the Indo-Pacific security order.The deepening of Japan-India defense cooperation is an important manifestation of the networked and decentralized development of the U.S.Indo-Pacific "ally +partner" system and even the security order in the Indo-Pacific region.The deepening of Indian defense cooperation is also an inevitable trend of the structural characteristics of the balance of power in the Indo-Pacific region.In the context of the increasingly superficial competition between China and the United States,the rapid increase in Japan-India defense cooperation has a significant impact on Japan-India bilateral relations,regional security pattern and situation,which may intensify the arms race in the Indo-Pacific region and lead to a complex security environment in the Indo-Pacific region.change.Fully understanding the influence and constraints of Japan-India defense cooperation in the Indo-Pacific region will help China better cope with the external challenges brought about by the deepening of Japan-India defense cooperation. |
