Research On The Problems And Countermeasures Of Village Cadres’ Violation Of Discipline From The Perspective Of Street-level Bureaucracy Theory

Since the 18 th national congress of the communist party of China,the CPC central committee has thundering and ironfisted to punished corruption with“zero tolerance” attitude and demonstrate great courage,it determined to fight against corruption to the end.Compared with the “big tiger”,the “small flies”often involves the immediate interests of the masses,with the help of the power in their hands,some rural grassroots cadres embezzled,embezzled or embezzled public funds and collective assets,and the problems of violating discipline and rules and even committing duty crimes have become increasingly prominent,the problems of “petty official corruption”,such as “establishing a good name”,“acting arbitrarily”,“deceiving the top and deceiving the bottom”,“Create something from nothing”,“collusion between internal and External Affairs”,etc,are emerging one after another,and their impact on the image of the Party and the government is even worse.Street-level bureaucrats refer to the most grass-roots staff in the administrative execution unit.They usually work in the front line of “street” which directly interacts with the public face-to-face.As the village cadres at the end of the execution level of the Chinese government,they play the role of being ordered to execute.They are part of the core subjects of grass-roots cadres,a bridge between the government and the public,and an indispensable and important link in the implementation of government departments and policies.They can be regarded as a group of “Street-level bureaucrat”.The street bureaucrats and village cadres are extremely similar in terms of dual roles,discretionary power and behavior characteristics.Therefore,this paper takes the 11 th grass-roots “two committees” village cadres of T County in Hunan Province in 2017 as an example,it deeply analyzes the distribution of various characteristics such as age,gender,education background and other characteristics of the 372 cadres punished in T County,and summarizes the remarkable characteristics the problems of violations of law and discipline by cadres of the “two committees”.On the basis of data analysis,this paper studies and finds out the behavior characteristics and causes,and puts forward countermeasures and suggestions to the illegal and disciplinary problems of grass-roots Village Cadres’,striving to combine street bureaucratic corruption with the reality of T County,and exploring a practical and feasible long-term mechanism for the selection,management and supervision of grass-roots village cadres.Through the research,this paper analyzes the causes and countermeasures of the illegal and disciplinary problems of the village cadres from the four aspects of the street environment,discretion,fuzzy responsibility and supervision and management of street bureaucrats.It is hoped that the research on the illegal and disciplinary problems of grass-roots village cadres in Hunan Province can provide reference for similar areas on the basis of the research on the corruption of street bureaucrats.
