| At present,the urbanization process is developing rapidly,and urban expansion has produced a large number of landless farmers.How to further protect the collective interests of landless farmers is a major social problem,and the development of land reservation and resettlement is of great significance to them.The apartment-based resettlement is a derivative of the model of land retention and resettlement,which is in line with the economic development level of developing inland cities,boasting great feasibility and practicability.On the one hand,it retains the advantages of the land retention and resettlement model,which can make up for the shortage of compensation for land acquisition and reduce the financial pressure for local governments.It also enables the land-lost peasants to enjoy a fairer allocation of rights and interests,while it takes into account the villagers’ livelihood meaning housing available for land-lost peasants.On the other hand,it fits the economic status quo of developing inland cities,leading to utilization and intensification of land resources.This type of resettlement also features complete land use formalities and tradable property ownership certificates,which promotes the apartment circulation on the real estate market.At the same time,the demolished and resettled collectives or villagers can also obtain certain economic benefits by renting and operating the housing and other industries resettled in the apartment buildings.After years of implementation,the apartment-based resettlement policy has gradually improved matured,but there are some problems.This paper takes Suxian District of Chenzhou City as an example to analyze the resettlement mode of apartment buildings.The research shows that the apartment building resettlement model has problems such as low resettlement transitional subsidy and repurchase price standards,difficulty in landing resettlement land,large disputes over resettlement houses,low quality of property facilities and supporting facilities,and difficulty in community social governance.The reasons are The lack of guarantee of the resettlement system for apartment buildings,the difficulty of securing the resettlement land,the unclear responsibility for the resettlement project,the lack of government supervision during the resettlement process,and the operation mechanism of effective community management;Finally,in view of the resettlement model of apartment buildings and the implementation of their policies,this paper proposes to ensure the legal status of resettlement of apartment buildings,formulate special planning schemes,include villagers’ participation in the supervision mechanism,promote the evaluation mechanism of information management of resettlement of apartment buildings,and improve the management and operation mechanism of resettlement communities.Suggestions for improvement,and seek to optimize the construction and utilization of the current apartment building resettlement mode in Suxian District.Then the author seeks to optimize the construction methods of the current apartment-based resettlement model in Su Xian District.It is hoped that the results of this paper will provide some suggestions for the development of China’s resettlement policy in terms of the land retention one and the apartment-based one. |
