In the era of big data,talents have become a valuable wealth of competition among countries,regions and governments.The introduction and development of innovative talents play an extremely significant role in promoting the independent innovation ability of a country and region.Therefore,it is an important practical topic to study the problems and Optimization Countermeasures in the introduction of innovative talents.As the main battlefield of the real economy,the introduction of innovative talents in the development zone will help to improve the comprehensive competitive strength of the zone and create an industrial manufacturing highland.Liuyang National Economic & Technological Development Zone(Hi-tech Zone)is the first national biological industry base and the only national innovative drug incubation base in the central and western regions of China.It was included in Hunan free trade zone(Changsha area)in 2021.Facing such opportunities,its demand for high-end talents,especially innovative talents who keep pace with the times,is increasing day by day.Based on human capital theory and talent incentive theory,taking the current situation and existing problems of innovative talent introduction in Liuyang National Economic & Technological Development Zone(Hi-tech Zone)as the research object,this paper deeply analyzes the development level,strategy and limitations of talent introduction,hoping to provide new ideas,new ideas and new directions for the introduction of innovative talents in Liuyang National Economic & Technological Development Zone(Hi-tech Zone)and even Liuyang city.Firstly,this paper summarizes the research status of talent introduction and management at home and abroad,and clarifies the basic concepts and research elements such as big data,talent introduction and development zone;Then,the current situation of talent introduction in Liuyang National Economic & Technological Development Zone(Hi-tech Zone)is divided into two main directions: government leding and enterprise leding.Field investigation,telephone interview and questionnaire survey are carried out to understand the actual operation and achievements of the two modes in talent introduction,This paper analyzes the problems existing in the process of talent introduction and innovative talent introduction in Liuyang National Economic &Technological Development Zone(Hi-tech Zone)and the causes of the problems;Finally,according to the relevant experience,theory and practice at home and abroad,this paper puts forward the countermeasures and suggestions to optimize the introduction of innovative talents in Liuyang National Economic & Technological Development Zone(Hi-tech Zone).Improve and optimize the talent introduction policy;Encourage industrial transformation and upgrading of enterprises in the zone;Guide enterprises to reasonably plan and arrange talent introduction,and change from tradition to modernization;Increase the proportion of financial support for talents;Improve the life supporting service function;Create a good atmosphere for using and retaining talents,carry out talent training services,and improve the professional and technical content of talents.
