The Technological Economic Analysis And Evaluation For Human Capital In Western National Hi-Tech Industrial Development Zone

The phenomenon that economy in western state Hi-tech zone has been growing at high speed has attracted the attention of numerous economic scholars, trying to probe into the intrinsic cause of its high growing economy. New economy growing theory and human capital theory also have already proved that human capital is the intrinsic factor for economy growing, and human capital investment is the foundation of economic sustainable development. Under the background of the theory and reality, this paper studies the intrinsic relations between human capital and economy growing.This paper follows the train of research thought from common to special and from theory to application. This paper takes economy growing in western state Hi-tech zone as the starting point and the role of human capital in economy growing of western state Hi-tech zone as the main line. This paper discuses a range of relevant issues: evaluation of the role of human capital in economy growing of western state Hi-tech zone, evaluation and analysis of development potentiality of human capital in western state Hi-tech zone, development and management of human capital in economy growing of western state Hi-tech zone and etc.This paper includes the following aspects: l.The paper summarizes the human capital theory of the major representative genre in different stages, make clear the evolvement of research direction and main line of human capital theory, and meanwhile, make further analysis and evaluation of human capital theory in western countries, on base of which, study the definition, connotation, characters and ways of accumulation of human capital. 2. The paper based on lucubrating measurement of human capital, according to human capital's own characters in hi-tech zone and thegathered information, apply the taxonomy of technological talents and common persons to measure human capital of the 13 western state hi-tech zone, and get data of stock of human capital and investment, which makes foundation for analyzing econometrically the role of human capital in economy growing of western state Hi-tech zone. 3. In order to evaluate the role of human capital in economy growing of western state Hi-tech zone, establish the model of human capital economy growing, and apply the model to evaluate the role of human capital in economy growing of western state Hi-tech zone. 4. Analyze and evaluate development potentiality of human capital in western state Hi-tech zones by TOPSIS, and get the evaluation figures of 3 sub-factors of development potentiality (sufficient rate of human capital, development conditions and profit rate) and the evaluation figure of general development potentiality. 5. Based on the analysis and evaluation of development potentiality of human capital in western state Hi-tech zone and understanding further the development and management of human capital in western state Hi-tech zone, the paper present some suggestions and countermeasures about the development and management of human capital in western state Hi-tech zone. It holds that the key of the development and management of human capital in economy growing of western state Hi-tech zone is enhance the layout and construction of macro human capital development and management, strengthen the cooperation and communication, encourage the specialization of talents agency, and the development of training industry in the zone.
