A Study About The Cooperation Mechanism Between Local Government And Rural Commercial Bank In C City

Strengthening financial support for agriculture,improving the organizational system of financial support for agriculture,innovating financial support for agricultural products and services,improving financial support for agriculture incentive policies,and developing rural economy are the main contents of China’s Rural Revitalization Strategy and important assessment indicators for local governments to improve local governance.From the perspective of public service and collaborative governance,combined with the practice of public performance and Inclusive Finance,this paper uses the methods of literature analysis,interview survey and case analysis,and takes the cooperation between the local government of C City and rural commercial banks in social security,poverty alleviation and agriculture related loans and related financial services as the research object to analyze the cooperation between government and banks.After contributing to the effectiveness of building a clean and efficient government,strengthening the economic function and public service function of local governments,this dissertation pointed out that at the current stage of government bank cooperation,the local government of C City has issued various "non-profit" tasks to the bank in order to complete the task indicators and issue false poverty alleviation loans,including the work that should be undertaken by the government departments.Through the analysis of relevant cases,this dissertation pointed out that the local government of C City has offside and dislocation in the process of performing its duties.On top of these issues,this dissertation puts forward three rational countermeasures such as cultivating a healthy view of local government achievements,establishing governmental compensation mechanism for "non-profit" political tasks of banks,strengthening governmental functions on public service and improving legal supervision system.
