Research On Inter-governmental Cooperation Of Local Governments Based On Counterpart Support

In recent decades,the economic development of China has achieved world-renowned achievements.However,due to China’s inherent geographical,cultural,and historical differences,the development results of various regions are different,and the differences in life between people are becoming more and more obvious.The Central Government has prioritized the economic and social progress of Xinjiang,so it has implemented many policies and carried out corresponding support work in Xinjiang.With the deepening of China’s counterpart support work in Xinjiang,the local government counterpart support work in Xinjiang has been placed in a more and more important position in the government work agenda,and the research on the cooperation between government and government in Xinjiang has attracted more and more scholars’ attention..In this paper,using the house international relations theory,regional economic theory,by means of Dalian city counterpart support case reading of Shihezi city,Xinjiang government cooperation and partnerships to reflect on the problems in the process of implementing,put forward to support Xinjiang international cooperation to further perfect Suggestions,make the counterpart support guaranteeing effective development work in Xinjiang.This paper defines the concepts of counterpart support and inter-governmental collaboration and illustrates the academic foundation of inter-governmental relations theory and regional economic theory based on counterpart support of the local government of Xinjiang.Main measures and effects of government cooperation highlighted that with respect to complementary backing,Xinjiang local government level government’s cooperation.There are pertinent laws and regulations and supervision mechanism that is not operative due to lack of collaboration and cooperation between different subjects,counterpart support policy in Xinjiang "blood transfusion" light "blood",complementary support policy execution issues such as deficiency in feasibility and maintainability of Xinjiang,The main problems in the cooperation between local governments in Xinjiang are the absence of normative coordination of government associations,the lack of managerial leadership of government collaboration,the blurred character of government coordination,the weak interest sharing mechanism between governments,and the lack of understanding of cooperation among government staff.Furthermore,it puts forward some countermeasures to improve the cooperation between local governments in Xinjiang based on the cooperation between local governments in terms of improving laws and regulations and supervision mechanism,reshaping the trust relationship between governments,innovating and improving the guarantee system of government counterpart support,and transforming the role of government to improve the government’s own ability.The research shows that strengthening regional cooperation,promoting and guiding all regions to give full play to their advantages in resource endowment,promoting the reasonable and free flow of market factors,and further capitalizing on the efficacy of resource distribution are the intrinsic necessities of encouraging the spatial distribution of local people,assets and environment and the stable economic advancement.This study studies government counterpart support from the perspective of inter-governmental cooperation and puts forward a new idea and method for poverty control.It is highly targeted and realistic and shows certain indications for how to increase the capability of the government to further reduce poverty and recognize comprehensive poverty alleviation measures as soon as possible.Taking Dalian’s counterpart supporting Shihezi city as a case,this research explains the mechanism of inter-governmental cooperation as how to alleviate poverty,providing some policy insights for Dalian and Shihezi city.By so doing,the current research on government cooperation in poverty alleviation may help enrich the cooperation and coordination between regional and local governments,opens up the cooperation fields and modes of local governments,and further constructs the"great pattern of poverty alleviation" in China with the empirical mode of government cooperation in poverty alleviation.
