Research On Shift Of Local Government Functions In Attracting Investment

For the national and local governments,attracting investment is an extremely important work content.In a sense,attracting investment is the local economy attracting foreign capital,advanced production technology,industrial restructuring,and increasing employment opportunities.An extremely important way to raise residents’ income.From the point of view of the development of domestic investment,since the reform and opening up,China’s investment has gone through the initial stage,the middle stage of promotion,the current stage of transformation,the mode of investment gradually matured.The local governments are also constantly exploring the transformation mode of attracting foreign investment,and constantly giving full play to the functions of the government in the process of attracting foreign investment.At the same time,many scholars at home and abroad have done in-depth research on the theory and practice of attracting foreign investment,and analyzed the problems existing in the process of attracting investment by local governments in our country,and then combined with the theory of public service.Under the guidance of scientific theory,the local government has gradually optimized the activities of attracting investment in recent years,and the function of the government in attracting foreign investment has also gradually changed,which has made a great development.This research adopts comparative analysis method,literature analysis method,empirical analysis method and so on,and takes governmental functions in attracting investment as the research object.Firstly,it combs the related concepts on the basis of the related theoretical research at home and abroad.It includes the theory of public service,the theory of attracting investment,the theory of government function and so on.Secondly,from the historical changes of the local government’s function of attracting investment in China,this paper discusses the functions that the future government should carry out in the process of attracting foreign investment.Then in Rizhao,the practice of attracting investment is carried out.In order to study the case,detailed analysis of the current situation of Rizhao,as well as the specific external performance of the local government’s government functions in attracting investment,including perfecting the working organization network,shaping a good regional image,building a platform for attracting investment,Implementation ofinvestment assessment rewards and penalties,etc.,to explore the specific changes in the functions of the government in Rizhao in attracting foreign investment;Finally,this paper makes a comprehensive analysis of the main factors of the success in attracting foreign and domestic investment,and puts forward some suggestions on the transformation and exertion of the government’s functions in the process of attracting investment in China,with the reference of the factors that lead to the success of attracting investment at home and abroad.So that investment projects can be carried out in accordance with the expected objectives,resulting in a phase The corresponding economic benefits,promote the industrial transformation and upgrade,realize the sustained and rapid development of the economy and society.
