Administrative Regulations On Self-driving Car

Autonomous vehicle are the product of the rapid development of artificial intelligence,and also the key research field in the coming decades.However,China is in the initial stage for autonomous vehicle.After accumulating some experience in local pilot work,we have obtained a breakthrough in the development of autonomous vehicle,and can carry out low-level automatic driving functions.The legal regulation of autonomous vehicle is still blank.Countries around the world use different levels of laws to regulate autonomous vehicle.Because autonomous vehicles are emerging products with multiple risks,it is suitable to use administrative laws to regulate,better prevent in advance,and leave a certain degree of flexibility to deal with industrial development.China has issued departmental regulations at the central level,and local government regulations are the main ones at the local level,which are characterized by low rank,low effectiveness and lack of uniformity,hindering the development of autonomous vehicle.This paper analyzes the specific situation of China’s regulation at the present stage,finds out the deficiencies,and considers the key links-road test and market access.The biggest problem is that the road test system is not perfect and lacks the corresponding access system.Drawing on the excellent experience of foreign countries and combining with the actual situation of China,we should make amendments to the current administrative legislative documents to ensure the sound development of autonomous vehicle.
