Research On Problems And Countermeasures Of Grassroots Inspection

Since the 18th Party Congress,inspection and inspection work,as a strategic and institutional arrangement for Party supervision,has been highly valued by the Party Central Committee,and has played a sharp sword role in the overall strict governance of the Party.As an extension of the inspection work of the Central and Provincial Committees,inspection is an important part of the construction of a horizontal-to-border and vertical-to-bottom supervision system,and is an important tool for strengthening the supervision within the Party.The effective implementation of grassroots inspections to punish corruption around the masses is conducive to purifying the party’s political ecology,strengthening the party’s ruling foundation,opening up the "last kilometre" of comprehensive strict governance of the party,and promoting comprehensive strict governance of the party to deepen development.In recent years,under the leadership of grassroots party committees,city and county inspection work has been more effective in punishing grassroots corruption and strengthening grassroots party construction,but in the first five years of grassroots inspection work,there are also some difficulties and problems,and there is still a large gap with the central and provincial inspection work.Based on the relevant theories of public management,this thesis studies the problems and optimisation countermeasures in the grassroots inspection work in cities and counties.It firstly explains the background and significance of inspection work research,then composes the current situation of research at home and abroad,uses a review of literature to define and distinguish the concept of inspection patrol,and elaborates on the three theoretical bases involved in grassroots inspection work,namely power constraints,intra-party supervision and collaborative governance.Taking District A of City N in J Province as the research object,this thesis comprehensively compares and analyses the development status of inspection work in District A of City N.Through literature review,questionnaire research,and my own work experience,it objectively summarises and analyses the problems and shortcomings of grassroots inspection work,pointing out the problems that still exist in District A’s inspection,such as the difficulty of stabilising the inspection team,the difficulty of finding deep-seated problems,the difficulty of resisting human relations,the difficulty of putting rectification and supervision in place,and the lack of a sound institutional mechanism.By drawing on the excellent experience and practices of inspection in other cities and counties(districts)in China,and by combining them with the actual work of District A in City N,a comprehensive analysis is conducted,and seven countermeasures and suggestions are put forward for the development of grassroots inspection work in District A in City N of J Province: first,standardise management to ensure the professionalism and stability of the inspection team;second,focus on the main responsibility and main task,and dig deep core problems;third,open up the channels for letters and reports of inspection,and accept supervision by the public;fourth,carry out multiple inspection methods,and accept supervision by the public.The company’s inspection team has been working on a variety of inspection methods to improve the quality and effectiveness of inspection supervision;five is to attach importance to individual conversations and improve the conversation skills of inspection cadres;six is to strictly supervise the implementation and rectification of inspection issues and to do a good job in the "second half of the article" of inspection rectification;seven is to continue to promote and improve the long-term mechanism of inspection work.To promote the further development of inspection work in A district,but also for other counties and districts to carry out inspection work to provide reference,to make contributions to the quality development of inspection work.
