A Study On The Implementation Mechanism Of Discipline Inspection To Promote The Self-reform Of The CPC

The Communist Party of China(CPC)is the leading core of the cause of socialism with Chinese characteristics.As the only ruling party in China,under the unitary system,it is always facing the risks of "spoilage,discoloration,and odor" and "self-reform" is precisely the Chinese solution proposed by the CPC to cope with the risks.Self-reform" is precisely the Chinese solution put forward by the CPC to cope with the risks.Discipline Inspection System is a supervision system that embodies the characteristics of traditional Chinese political culture and combines them with the modern rule of law so as to realise the modernization of China’s system and capacity for governance.Since the 18 th National Congress of the CPC,under the guidelines of "discovering problems and forming deterrence,promoting reform and facilitating development",the discipline inspections have provided the CPC with institutional guarantees to promote self-reform under the new situation and ensure that the long-ruling Party always assume power for the people.What is the role and function of the discipline inspection system in the historical process of the Party? How can the discipline inspection system promote the Party’s self-reform in the new era? What are the deep-rooted mechanisms and realisation mechanisms underpinning it? They require us to align history and reality,and to explore and verify from the history of the CPC for more than 100 years,especially the practice of self-reform of the CPC in the new era.The core issue of this paper is why the long-ruling CPC needs to promote the Party’s self-reform through the institutional arrangement of the discipline inspections system to prevent "spoilage,discoloration,and odor" and to ensure that the long-ruling Party always to prevent "spoilage,discoloration,and odor",and ensure that the long-ruling party always assume power for the people.Based on the above thinking process,this paper puts forward the following views:firstly,self-reform is the solution of the CPC to prevent "spoilage,discoloration,and odor",achieve long-term ruling and guarantee the assuming power for the people;secondly,the new-era discipline inspection system is the institutional arrangement and implementation mechanism of the Party’s self-reform;thirdly,the new-era discipline inspection system is an important integral part of institutional norms system of the Party’s self-reform.This paper makes comprehensive use of research methods such as literature review,historical analysis and case study to carry out research on the theme of the implementation mechanism of the discipline inspection system to promote the Party’s self-reform.Through the interpretation of the concept of "Self-Reform" "Discipline Inspection" and the analysis of the relevant theoretical foundations,the intrinsic connection and theoretical logic between the discipline inspection system and the Party’s self-reform is discussed.In the dissertation,it is suggested that,as a political party of the proletarian vanguard,the nature and purpose of the CPC determines that the CPC has the intrinsic requirement of strengthening self-construction and always committing itself to self-reform.As an important in-party supervision system of the CPC carried out by a special inspection supervisory body,the discipline inspection system in the new era is not only an integral part of China’s political system,but also an institutionalised form of the implementation of the CPC’s courageous self-reform.By systematically sorting out and analysing the historical evolution of the discipline inspection system and its functional positioning,the four stages of inspection through generation and development,inheritance and twists and turns,restoration and exploration,as well as innovation and deepening,are shown from the more than one hundred years of development of the CPC in the-reform,construction,reform and the new era.In the process of continuous evolution,the discipline inspection system has accumulated rich institutional and practical experience in different historical periods,according to the tasks of the Party and the needs of Party construction,showing different stage characteristics.From "leadership style" to "operational guidance",from "work inspection" to "in-party supervision",from "strengthening party construction" to "an important element of the Party’s self-reform institutional normative system",the discipline inspection system is increasingly focusing on Party management and governance,preventing "spoilage,discoloration,and odor" and promote the Party’s self-reform.Based on the practice of inspections in the context of the new era,the generative mechanism of the discipline inspection system is explored in three dimensions,including the theoretical support,practical innovation and institutional characteristics.Some specific practice of discipline inspection are also given in the dissertation in both macro level and micro level as well.In Macro level,it takes the specific practice of discipline inspection in Province G and in city L of Province G as an analysis case,combining with the practice and system construction of inspection work in other provinces and cities,it analyses in depth the "planning leadership","pilot-push" and "national overall chess".In micro level,the operation of political models with Chinese characteristics such as "planning-led","pilot-push-out" and "nationwide chess" in inspection is further demonstrated to provide an important institutional guarantee for the Party’s self-reform in the new era.The system is the basis for the implementation of the mechanism,and the mechanism is the concrete way to implement the system;the benign operation of any system requires a set of perfect implementation mechanisms to guarantee it.Whether the discipline inspection system can maintain the advancement and purity of political parties depends on whether the supervision mechanism operates effectively and plays the efficacy of self-reform.Based on the field technology,the dissertation takes the practice of the discipline inspection in Province G and City L of Province G as the specific research subject,and enters into the work site of the discipline inspection and patrolling to conduct in-depth observation and empirical research,and further explores the internal mechanism and logical relationship of the discipline inspection and patrolling to promote the effective implementation of the Party’s self-reform by means of the vivid research materials.This part focuses on analysing the formation of political mobilisation,the mass line,and the implementation mechanism for the self-adjustment and self-reform of the ruling party through the working mode of "discovering problems-analysing problems-giving feedback on problems-solving problems-and promoting development",Self-purification and treating both the symptoms and the root causes of the problem are the implementation mechanisms to promote self-adjustment and self-reform of the ruling party.At the same time,relying on the case material,it explores the main functions of discipline inspections in promoting the Party’s self-reform,such as deepening the political examination,curbing the spread of corruption,consolidating the ruling foundation and enhancing the effectiveness of governance,as well as the important significance of highlighting the people’s attributes,enhancing the resilience of the political party,promoting democratic supervision and insisting on systemic governance,etc.,so as to provide a theoretical explanation of the implementation mechanism of the discipline inspection system in promoting the Party’s self-reform.Every system has its limitations and flaws,and the existence and development of it is itself accompanied by problems.That the practice of the discipline inspection system to promote the Party’s self-reform shows that,in order to prevent "deterioration and discolouration",to achieve long-term governance and to guarantee assuming power for the people,CPC needs to accurately grasp the realities of the Party’s self-reform practice of the discipline inspection system and make adjustments and improvements,so as to enhance the effectiveness and timeliness of the discipline inspections to promote the Party’s self-reform.Therefore,the dissertation concludes that,the people’s position of self-reform can be adhered to by way of rooting the masses and closely contacting the masses;deepening the linkage and coherence of the discipline inspection system can enhance the supervisory efficacy of self-revolution;strengthening the standardisation of the discipline inspection system can reinforce the logic of the rule of law of self-reform;and the supervision system of the Party and the state would be improved to enhance the innovation ability of the self-reform,so as to promote the discipline inspection system to become an important part of the Party’s system of institutional norms for the self-reform.
