Industrial parks are a strong support for the development of Jiangxi Province.They are not only the main platform for current and future development,but also the main driving force for promoting economic growth.Jiangxi Province’s largest county,boasting the most populous and second largest area,is held to a strategic policy of industry-driven growth,economic advancement,and an ever-growing economic scale by the local county committee and government.With the continuous support of P County Party Committee and Government for the leading industries in the industrial park,P County Party Committee and Government have made great achievements in the construction of the industrial park.However,under the momentum of rapid growth,there are still problems that need to be improved,especially in the role of the government,there is still room for progress.The Party committee and government of P County,in response to the macro strategy of the Party and the nation,are actively encouraging the high-grade economic development of P County’s industrial parks and stimulating the energy of its industry.This thesis first reviews the background and historical evolution of the county government’s promotion of the development of industrial parks,and understands its importance and significance.This thesis first reviews the background and historical evolution of the county government’s promotion of the development of industrial parks,and understands its importance and significance.Then,it will focus on the research of national policies to promote the development of industrial parks.Based on the comprehensive application of public choice theory,industrial cluster theory,regional economic theory,public governance theory,county economic governance theory and other relevant theories,it will select literature research method,survey research method,comparative research method,and case study method to systematically analyze the current situation and existing problems of the economic development of industrial parks in P County.In the study,it was found that the deficiencies of the government in guiding the development of the industrial park in P County can be analyzed from six aspects: the management mechanism,the government’s imperfect management mechanism for the park,the weak overall planning of the park’s land,the difficulty in meeting the demand for the introduction of talents in the park,the lack of investment attraction,the lack of chain extension and compensation capacity for the park,and the imperfect functional supporting layout.The causes of the problems are: the government’s management level needs to be improved The awareness of land intensive use is not strong,the supporting policies for talent drainage are not perfect,the concept of investment attraction is lagging,the industrial chain clusters introduced are difficult to integrate,and the infrastructure construction is not strong.On the basis of learning from the experience of Beijing’s Zhongguancun Science and Technology Center moving down,decentralization of power,Shenzhen’s experience in promoting the efficient use of industrial park land,the experience of Wenzhou Industrial Park absorbing talents and combining "production,study and research" with the South Jiangsu Self-created Zone,the accurate investment attraction experience of Nantong Haimen Industrial Park,the experience of actively building industrial clusters in Changzhutan Self-created Zone,and the experience of Suzhou in improving the layout of industrial parks and the reform of "decentralization,management and service",Six countermeasures were put forward,including improving the construction of government system,intensive use of park land,implementing the strategy of strengthening the zone with talents,optimizing the way of attracting investment,consolidating the foundation and integrating resources,and improving the infrastructure of the park,to solve the above problems.Based on the perspective of the county government,standing at the height of high-quality promotion of the development of P County Industrial Park,this thesis conducts theoretical research and empirical analysis on P County Industrial Park,which makes the research unique,cutting-edge,operational and feasible,and promotes the innovation of research topics and research perspectives.At the same time,this thesis makes a systematic and in-depth analysis of the research theme from the aspects of theoretical overview,current situation description,problem analysis,and countermeasure discussion,which realizes the scientific innovation of logical thinking and the systematic innovation of research content,and provides a solid theoretical basis for the county government to promote the scientific development of industrial park and P county industry.
