On December 21,2022,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the document "Opinions on Deepening the Reform of the Construction of Modern Vocational Education System",which requires to effectively improve the quality,adaptability,and attractiveness of vocational education,cultivate more high-quality technical and skilled talents,skilled craftsmen,and great country craftsmen,and lay a solid foundation for accelerating the construction of an education,technology,and talent power.Teachers are the key to developing vocational education.How to stimulate the initiative and creativity of vocational college teachers and improve the quality of education and teaching has become an important practical issue,and performance evaluation is therefore highly expected.The Balanced Scorecard is an important part of modern enterprise management theory,known as one of the most important performance evaluation tools in the world.As a professional performance evaluation tool,it originated in enterprises and has been continuously developed and improved.It is now widely used in various organizational systems outside of enterprises.As a tool for strategic management and performance evaluation,the Balanced Scorecard is also applicable to performance evaluation in vocational colleges.The balanced scorecard assesses from four aspects,overcoming the singularity of traditional assessment methods,changing the passive assessment mode,enhancing the enthusiasm and initiative of teachers.The growth of teachers is bound to stimulate continuous optimization of business processes,better meet customer needs,and ensure the completion of financial indicators.The balanced scorecard can unify all aspects of an organization,making the indicator system more comprehensive and comprehensive.The balanced scorecard theory has become very mature and has been successfully practiced and applied in many universities,achieving good results.At the beginning of this thesis,the background and significance of the topic were introduced,and the research status of teacher performance evaluation and balanced scorecard at home and abroad was summarized through literature review;Secondly,it introduces the relevant basic theories of the Balanced Scorecard;Next,take A Vocational and Technical College as an example to introduce the current teacher performance evaluation system and analyze the problems;Through consulting the performance appraisal indicators of full-time teachers at home and abroad,combining with the strategic objectives of Vocational and Technical College A,the indicators are designed from the four dimensions of the balanced scorecard,the secondary indicators of the teacher’s performance appraisal system are determined by the Delphi method method,and the weight of each dimension and indicator is determined by the analytic hierarchy process.Finally,the performance appraisal and performance feedback and adjustment of full-time teachers in Vocational and Technical College A are proposed,I hope that this thesis can provide a more reasonable system for the performance evaluation of full-time teachers in A Vocational and Technical College,making it more suitable for the development needs of the school,thereby promoting the improvement of the school’s internal management level,improving teacher-student satisfaction,public recognition,and continuously enhancing the school’s comprehensive strength,thereby promoting the healthy development and stable development of the school.It also serves as a reference for the performance evaluation of full-time teachers in relevant universities.
