Research On International Governance Of Dark Web Terrorism

With the continuous development of Internet technology,the international community has continuously strengthened its efforts to combat terrorist activities on the surface web,making the way of terrorist activities more secretive,some terrorists have begun to turn their activities to the dark space.Based on its characteristics of concealment,anonymity and decentralization,the dark web can meet the security needs,psychological needs,economic needs and other needs of terrorist organizations,and provide convenience for terrorist activities such as organizing internal communications,propagating terrorism and extremist ideas,raising and transferring funds,purchasing illegal materials,launching cyber attacks,etc.Dark web terrorism has a wide range and great harm,and there are many regulatory loopholes in technology and law,which urgently need the attention of governments and the international community.Through studying the international law norms related to the governance of dark web terrorism and analyzing the current situation of the international governance of dark web terrorism,we can find that there are many problems in the current international governance of dark web terrorism.First of all,the international legal system for regulating dark web terrorism has not yet been fully established,which is reflected in the fact that the relevant international law norms do not directly stipulate dark web terrorism crimes,and the existing norms are difficult to effectively apply to combating dark web terrorism,and the relevant international soft law can play a limited role.Secondly,the international cooperation in combating dark web terrorism is imperfect.Specifically,international judicial assistance faces many challenges and international law enforcement cooperation is not deep enough.Finally,as a crime with high technology content,the technology level of tracking the crime of dark web terrorism in various countries is not mature enough.In order to effectively deal with dark web terrorism,it is necessary to continuously improve the current international legal system,strengthen the international cooperation mechanism for dark web terrorism,and improve the level of dark web supervision.China has always attached importance to domestic and international anti-terrorism cooperation.As a non-negligible phenomenon in the development of cyber terrorism,China should also actively respond to it in order to better participate in the international governance of cyber terrorism.
