Comparative Research On Counter-terrorism Within Rules Of International Law

This article mainly studies the international counter-terrorism legal system through historical analysis,normative analysis,literature analysis and comparative analysis.First,through historical analysis,it will be discovered that terrorism has existed when human society was born.With the development of history,terrorism has gradually evolved from individual to terrorism of terrorist organizations and countries.The complex phenomenon of terrorism encompasses economic,political,cultural,social,and religious root causes and factors,and it is not simple to qualify an event as a terrorist incident.Second,this article uses normative analysis and literature analysis to discuss the counter-terrorism legal system of international organizations and world powers.After the United States suffered the terrorist attacks of September 11,international organizations and countries further strengthened the formulation of counter-terrorism conventions.The crackdown on existing terrorist activities is an effective measure to effectively control the further development of terrorist activities.International organizations and countries have further improved the existing counter-terrorism laws or structures to combat terrorist attacks and fully enriched the legal content.Although the United Nations is the main platform through which counter-terrorism legislation is passed,regional and integrated coalitions such as the Shanghai Cooperation Organization,the European Union,and the Organization of American States have also adopted anti-terrorism conventions and have formulated strategies for cooperation within the struggle against terrorism.With the changes in the counter-terrorism situation and economic and social development,anti-terrorism legislation is also evolving.In particular,China,Russia,the United States,and the United Kingdom are constantly improving their own legislation,and are carrying out a new round of measures against terrorism.Through the comparative study of the counter-terrorism rules of law in these countries,many different characteristics can be discovered.These characteristics will bring tremendous help to the international counter-terrorism legal system.Finally,this article elaborates the direction of the relevant anti-terrorism efforts.We believe that the conceptual standards for tackling terrorism should be unified and all anti-terrorism conventions must be unified in order to combat terror organizations more effectively.In the fight against terrorist crimes,the law is the best weapon.By stipulating such procedural provisions as investigations,prosecutions,and trials,the success rate of terrorist activities can be more effectively controlled,so that terrorist activities can be dealt a heavy blow.
