The Dilemma And Countermeasures Of Network Terrorism

Terrorism seriously threatens the national security and the healthy life of the people.With the development of Internet technology,our life and work have gradually become more convenient and faster,but it also brings opportunities for traditional terrorism.They have formed network terrorism based on the evolution of network integration,and integrate traditional terrorism with network information technology,The terrorist attacks on the region have brought threats and damages to the state and society,and even the destruction in the field of consciousness.In order to deal with terrorism and to prevent and control terrorism comprehensively,we need to know the ways and characteristics of cyber terrorism activities,and formulate effective and feasible measures for the prevention and control of cyber terrorism according to the actual situation of our country.Based on the current situation of network terrorism governance,the paper analyzes the difficulties in its governance,summarizes the countermeasures,and establishes the prevention and control strategies of cyber terrorism in line with the national conditions of China in the context of the new era development,based on new requirements and new policies,and combining with the characteristics of cyber terrorism.With the change of network technology,the crime of cyber terrorism also presents a new mode,from the original "target" to "tool" has developed into "space type".Network terrorism also presents the characteristics of specialization,decentralization and disorder,and has a stronger influence on the real terrorist acts.As governments have been increasingly tolerant and more aggressive in terrorism,it has become a recognized policy for all countries to start small and early,and traditional terrorism has been forced to move to cyberspace.Therefore,China has issued the amendment to the criminal law(9)and the anti-terrorism law,which has achieved phased results in the work of combating cyber terrorism,but there are still some shortcomings.For example,the existing legal provisions on "wolf type cyber terrorism crime" cannot be included.The crackdown and management of any network crime cannot be separated from the support of network technology.Our existing network supervision and network screening of suspected terrorist are not yet perfect.It is a common responsibility of the world to fight cyberterrorism.The existing international cooperation model has not yet formed a system.Cooperation in jurisdiction,information exchange and technical support needs to be strengthened.The author believes that on the technical level,we should strengthen "public-private cooperation",optimize the information monitoring system,the network screening,search system and the terrorism related information reporting system with the participation of the whole people.International cooperation should also be strengthened.First,the issue of jurisdiction and judicial assistance can be solved through legal cooperation through the formulation of "Convention",personnel exchange can be conducted on network technology,professional and technical personnel are recruited worldwide,or international network technical experts are invited to train and guide our personnel,and strengthen our network anti-terrorism force.In the aspect of domestic legislation,we can adopt the way of describing thoroughly,add "crime of carrying out cyber terrorism" to fight new type of cyberterrorism crime,and also promote the transformation of international conventions into domestic criminal law,and formulate part of relevant international treaties into domestic criminal law,so as to achieve the legal connection between domestic and international.
