The Inner Logic And Practice Path Of Party Building In Urban Community Governance

As an important unit of grassroots governance,community is a key element and an important starting point to promote the modernization of governance system,and its governance effect is closely related to the people’s sense of gain.In community governance,the primary Party organizations are at the core of leadership.How to lead and help community governance through Party building is an important topic to improve the level of grass-roots governance and create a new pattern of grass-roots governance under the new situation.Based on the theory of cooperative governance,combined with the construction conditions of cooperative society and the functional positioning of Party organizations in community governance,this paper divides the internal logic of Party building guidance in community governance into four dimensions: driving the subject’s behavior,integrating horizontal resources,coordinating the subject’s relationship and fulfillment of responsibility.These four dimensions coincide with the construction conditions of cooperative governance in the aspects of unity of concept,resource sharing,order stability and service value of community governance,and further explain the important role and significance of Party building guidance in community governance.By giving full play to the precise leading role,various governance subjects in the community can be activated to carry out greater cooperation,so as to promote good community governance.Then,by combining the case to return to practice,the C community in Beijing is taken as the practice sample,and from the perspective of cooperative governance theory,the internal logic of Party construction-leading is taken as the analysis framework.This paper further reflects on the existing predicament of party construction-leading work in community,analyzes the reasons behind the predicament by combining the four aspects of internal logic,and finally puts forward the practical path of strengthening party construction-leading work in community governance.In order to reshape the institutional structure of community governance,better solve the problems of community governance,achieve good results of community cooperative governance,and then provide innovative ideas for the leading work of Party construction in community governance in the new era.
