Study On The Modernization Of Urban Community Governance Led By Party Building

General Secretary Xi Jinping emphasized in the report of the 20 th National Congress of the Communist Party of China that "strengthen the work of party building in urban communities and promote grassroots governance led by party building." Community-level governance is the cornerstone of national governance.Coordinating the governance of townships(subdistricts)and urban and rural communities is the foundation project for modernizing the country’s governance system and capacity.Standing at the new historical starting point of accelerating the process of new urbanization,the organization form,life style and communication habits of urban residents are showing new characteristics of The Times.With the development of cities,rural suburbs have gradually changed from village to community to join the ranks of urban communities,and a large number of floating people have settled down in the cities.Many "unit people" within the system actively participate in the tide of social and economic development and become "self-employed".New economic and social organizations also emerge in a "spurt" style.Urban social groups show a diversified and flat development trend,and urban residents’ yearning for a better life is increasingly strong,which puts forward higher requirements for urban community governance.Urban community is the basic unit of urban community governance.How to comprehensively strengthen the leadership of the Party over urban community,perfect the modern system of urban community governance,comprehensively enhance the capacity of urban community governance,timely and efficiently solve the problems of residents’ difficulties and worries,and meet the higher needs of residents for a better life has become a historical topic worthy of our research.This paper takes the leading role of Party building in urban community governance in S District of J City as the research object,and studies how to effectively promote the modernization of urban community governance in S District of J City by giving full play to the leading role of Party building.What problems and deficiencies still exist in the leading role of Party building in urban community governance at the present stage,and what are the deep-seated reasons behind these problems? What is the effective way for Party building to lead urban community governance to modernization? In recent years,S District of J City has been dynamically adapting and adjusting governance policies according to the development and change of urban society.Centering on the contents such as rationalizing system and mechanism,strengthening basic guarantee,promoting cooperative good governance,and building a co-governance pattern,it follows the working idea of "regional overall planning,block coordination,top-down linkage,co-construction and sharing".Actively explore the path of Party building leading the modernization of urban community governance in line with the situation of the people in J City S district,improve the level of Party building in urban community in the whole region,and polish the beautiful background of Party building leading urban community governance.Based on my personal experience in grassroots party construction and interviews with street community workers and residents in S District of J City,it is not difficult to find that although S District of J City has achieved certain results in the Party building leading urban community governance,However,there are still some problems such as the role of Party building complex in urban communities is not obvious,the construction of community workers cannot meet the work needs,and the informatization and intelligence level of community governance is not high.It is still a long way to go to realize the modernization of urban community governance led by Party building.Based on the study of relevant research results at home and abroad and the advanced experience of other cities in China,combined with my own work experience and the results of interviews with front-line staff and masses of urban communities in the study area,this paper puts forward countermeasures and suggestions to solve the problem according to the actual work of S District of J City from two perspectives of making every effort to build a modern governance system and comprehensively improving the modern governance ability.In order to comprehensively improve the Party building leading urban community governance modernization level,to provide practical reference for domestic cities of the same level.
