In recent years,sudden public health events have occurred all over the world,which not only seriously threaten people’s physical and mental health,but also bring great pressure to the government.The government and society in response to the sudden outbreak of infectious,adopted traffic control management,the policy can effectively control the spread of the epidemic,reduce the virus spread in the community and city to protect the health and safety of the public.In this process,ensuring the supply of materials needed by residents in the sealed area helps to improve the public’s sense of security,maintain social stability and reduce people’s panic and unease.Therefore,it is of great significance for the development of emergency management system to systematically study the influencing factors of emergency materials transportation efficiency under public health emergencies and seek for policies and measures to improve emergency supplies efficiency.Based on this situation,the main contents and innovations of this paper are as follows:(1)Analysis of influencing factors for improving the efficiency of emergency materials transportation under public health emergencies.Based on the analysis of the current situation of emergency materials transportation,this paper uses the feedback relationship analysis to clarify the effect mechanism of environmental factors,policy factors,decision-makers’ psychological factors and residents’ psychological factors inside and outside the disaster area on improving the efficiency of emergency materials transportation.At the same time,the principle of “psychological typhoon eye effect” is introduced to analyze the influence of the factors of decision-makers’ attention degree and the psychological factors of residents outside the disaster area on material supply from the psychological perspective.(2)A system dynamics model for improving the efficiency of emergency materials transportation under public health emergencies.Based on the mechanism of improving the efficiency of emergency materials transportation,a dynamic model of influencing factors of emergency materials transportation efficiency under public health emergencies was established.Specific as follows: clear modeling objectives,delimit the system boundary,and determine the system elements;Secondly,relevant hypotheses were put forward,and combined with causal loop analysis,a stocks-flow model was constructed to improve the efficiency of emergency materials transportation.Finally,a kind of model inspection algorithm based on GSID-SD theory was established by combining the grey comprehensive correlation analysis theory with system dynamics,and the overall inspection of the model for improving the efficiency of emergency materials transportation was carried out to ensure the robustness and rationality of the model.(3)Under the emergent public health event emergency physical distribution efficiency improvement strategy of dynamic simulation.To open a green channel mode,different penalties,popular science propaganda,differential reward,rewards and punishment mechanism and the “green-punishing-award-xuan” linkage schemes for the scenario simulation experiment and so on,through dynamic simulation and comparison analysis,to explore the optimization scheme of emergency physical distribution efficiency.The results showed that:(1)open the green channel strategy can significantly reduce the journey over the obstacles and problems to improve the emergency physical distribution efficiency,relieve the disaster area of degree.(2)the punishment on the physical distribution efficiency has positive effect,but with the increase of punishment strength to the effectiveness of penalties will decline.(3)outside the science popularization can effectively reduce the disaster area residents panic,but outside the disaster area residents panic degree of influence on the efficiency of the emergency physical distribution is limited.(4)combining policy and punishment measures of emergency supplies scheduling efficiency of positive effect is greater than for a single policy is the sum of the positive role,play a “1 + 1 > 2”synergy effect.(5)“green-punishing-award-xuan” linkage model’s role in improving the efficiency of emergency physical distribution effect is significantly better than any other single policy,among them,open the green channel is the key to improve the efficiency of emergency physical distribution factors.(4)Improve the efficiency of the emergency physical distribution policy Suggestions.Emergency physical distribution based on the factors affecting the efficiency of analysis and simulation results,put forward policy Suggestions to perfect the emergency physical distribution efficiency.
