| As the saying goes: "Whether the countryside is rich or not depends on the branch,and whether the branch is strong or not depends on the secretary." The secretary of the Party branch in the village is the leader of the two committees in the village.Under the background of the rural revitalization strategy,grass-roots party organizations,especially the secretary of the party branch,play an increasingly prominent role in industrial revitalization,grass-roots governance and ecological environmental protection.After the national implementation of "shoulder to shoulder",the village party branch secretary is the direct organizer of the rural work,only the Party branch secretary to stabilize the direction,so that Party members and the masses with the Party concentric force,to achieve the stable development of rural economy and society.In recent years,with the continuous changes in the social environment,there has been an embarrassing situation in rural areas where the construction of party members and cadres is weak,and the village branch secretary has no choice.In order to solve this problem,some regions have implemented the system of selecting outstanding personnel from government and public institutions to serve as village Party branch secretaries.This paper takes Wufeng Tujia Autonomous County as the research object,through literature research and empirical investigation,uses rural revitalization theory and grassroots governance theory,analyzes and studies the formation,development,implementation status,performance after implementation and existing problems of the system,and puts forward countermeasures and suggestions to improve the system of selecting village Party branch secretaries in the county.Since 2018,Wufeng Tujia Autonomous County has implemented the system of selecting Party branch secretaries in villages.After two reappointments in 2018 and2021,Party branch secretaries in villages currently account for more than 10%.Look from the system performance,select the secretary should make up for with the short board,inject fresh blood to rural,bring many benefits to village-level organizations,mainly displays in: one is the more formal party construction,the second is on the policy to undertake more accurate and efficient,three is the present rural governance innovation,four is the village economic development also more see breakthrough and ascend.From the individual level,the elected secretary himself through the village level work also in the party spirit cultivation,mass work ability,overall coordination ability and other aspects have been significantly improved.However,the Party branch secretary system in Wufeng County is faced with some difficulties both in the process of selection and in the performance of post selection.It is mainly manifested in the low subjective enthusiasm of the selected personnel,the difficulty of selection,the insufficient standard and reasonable implementation procedure of selection,and no one to take over the shift after the withdrawal of selection.In order to improve the efficiency of the selection system and highlight the performance of the system,combined with the actual situation of Wufeng Tujia Autonomous County,this study proposes to improve the system mechanism to enhance the sustainability and effectiveness of the system.Specific opinions are reflected in:clear system,strengthen publicity;Strengthen the security system to solve the worries of the elected personnel;Strict screening,pay attention to post-dispatch training;Reasonable assessment,evaluation to promote construction and further expand the selection system of complementary or alternative mechanisms.The conclusion of this study is not only conducive to the optimization of the Party branch secretary system in Wufeng County,but also can provide theoretical reference for other regions under the same background to improve and implement the Party branch secretary system in the next step. |
