governance,this paper chooses J Village,Wuqi County,Kezhou,Xinjiang Uygur Autonomous Region as the research object,and the first Secretary’s embedding in the village of J has certain representativeness.First,J Village is a state-level key poverty-stricken village.It is a typical village that is half farming and half herding,and also a representative village that turns nomadic to settled and settled to business.Poverty alleviation and rural revitalization are daunting tasks,and the original village power is not enough to lift villages out of poverty,requiring external support.Second,J village is located at the junction between China and the Republic of Kyrgyzstan.It is not only an ethnic minority area,but also a border ethnic minority area,with a special geographical location.Thirdly,most of the villagers in J village are Kirgiz,which belong to a cross-border minority as they share the same origin with foreign Kyrgyz.The special geographical location and complex ethnic background make the work of the first secretary of J village more special.About rural governance,first secretary of the existing research mainly concentrated in the southwest,central China and northeast China,the northwest residency first secretary will study is less,and the study of first secretary of the ethnic minority areas are mainly concentrated in the southwest ethnic area,but because of its special geographical location,the ethnic minority areas in northwest of residency first secretary will study is very necessary.Existing studies on the first Secretary’s embedding in rural governance mainly focus on the level of economic embedding,with a relatively single perspective.This paper discusses the embedded governance of the first secretary of the border ethnic areas from three aspects of politics,economy and humanity.At the political level,the first Secretary has achieved good results by improving the overall quality of cadres,optimizing the structure of cadres,focusing on absorbing young people to participate in the construction of hometown,innovating governance methods and implementing stability maintenance measures,strengthening the party’s grass-roots fighting fortress and maintaining stability in border ethnic areas.But at the same time,the first Secretary is also faced with a heavy task of political embedding,which is determined by the special environment of border ethnic areas;At the economic level,the First Secretary integrates internal and external development resources,concentrates advantages,develops characteristic breeding industry and tertiary industry,and strengthens villagers’ confidence in getting rid of poverty by setting up typical figures of poverty alleviation.Under the leadership of the first Secretary,the development of agriculture and animal husbandry in J Village is equal,and the tertiary industry flourishes.However,due to the unreasonable assessment system,the first Secretary spent a lot of energy and compressed his time for economic construction.The unreasonable assessment system and huge work pressure led to the decrease of people’s willingness to participate in village governance,resulting in the dilemma of insufficient absorption in embedding,which was not conducive to the sustainable development of the village in the long run.At the humanistic level,through the reconstruction of village appearance,improvement of living environment,hand-painted village cultural wall,respect for the customs and habits of all ethnic groups,overall planning of the interests of people of all ethnic groups,shaping the local culture civilization in the new era.At the same time,we should also see that due to the short time in the village,it has limited effect on improving the educational level of ethnic minority areas and promoting ethnic unity and progress education and other humanistic fields.Based on the analysis of the work practice of the first secretary of J Village,the author puts forward the optimization path of the first secretary’s embedding governance effect from three aspects: stimulating the endogenous power of the village,improving the system operation system and exerting the cultural leading force.Exploring the effectiveness of first secretary governance is conducive to deepening the cognition of first secretary system in the new stage of rural revitalization and improving the effectiveness of first secretary embedding in rural governance in border ethnic minority areas.
