The PPP Mode Of Public-private Cooperation Promotes Research On The Construction Of Science And Technology Parks

Since the PPP model was introduced into China in 1980 s,it has achieved good results in transportation,municipal engineering,environmental protection and public service provision.PPP model,as a new project management model and financing model,is based on the sharing of benefits and risk,which can realize the complementary advantages between the public sector and the private sector,and improve the efficiency of public goods and public services.As an important part of national innovation system,Science and Innovation park is the main gathering place of production factors,an important platform of scientific and technological innovation and the functional carrier of real industry.Science and Innovation park plays an leading role in the process of economic and social development.The construction of Science and Innovation park needs a lot of investment of resources.It is difficult for policy funds to meet the development needs of Science and Innovation park.However,the application of PPP model can solve the problem of insufficient funds for scientific research and development and enterprise development.Firstly,this paper introduce the research background,significance,purpose and technical route of the article,and reviews the related research at home and abroad.Then it mainly introduces the theoretical basis and related concepts.The third part mainly analyzes the necessity and feasibility of PPP mode application in the construction of Science and Innovation park.The fourth part creatively puts forward three paths for PPP model to promote the construction of Science and Innovation park,combining with related practices at home and abroad.The fifth part analyzes the specific application of PPP model in the construction of Science and Innovation park from the perspectives of common technology research and development,enterprise financing and infrastructure platform construction,based on the three cases.The sixth part summarizes the above analysis and innovative ideas,and puts forward corresponding policy recommendations around the problems of PPP model in the construction and application of Science and Innovation park.
