As the organizational foundation of the Communist Party of China’s governance,primary-level Party cadres are at the forefront of reform,development and stability,and are a fresh force for the development of the cause of the Party and the country.At the critical moment of building a powerful modern socialist country in an all-round way,how to stimulate the vitality of Party members and cadres and maximize the enthusiasm,initiative and creativity of grass-roots Party members and cadres through inner-party incentive work,and encourage them to better lead the masses to do business,is an important subject of promoting the new great project of Party building in the new era.On the basis of sorting out the basic theories of internal party incentive mechanism abroad and domestic internal party incentive mechanism literature,this paper takes the theoretical interpretation of internal party incentive mechanism construction in the new era as the research starting point,and the theoretical basis of Marxist human theory,western classical incentive theory and the basic thoughts of the leadership collective of the Communist Party of China on internal party incentive.It shows the historical logic and valuable experience of the Communist Party of China internal motivation work in the new era.In addition,this paper insists on combining theory with practice,focusing on the actual situation of the grassroots situation to analyze the intra-party incentive mechanism construction,take Z district as an example to carry out in-depth investigation and research,see the micro knowledge,diagnose the intra-party incentive facing the realistic dilemma,and analyze the underlying reasons,and then put forward constructive countermeasures and suggestions for optimizing the path.Specifically,the research of this paper is mainly divided into six parts.The first part mainly introduces the research background and practical significance of the topic of inner-party incentives for rural grass-roots Party cadres of the Communist Party of China,reviews the research results on inner-party incentives at home and abroad,and explains the research ideas,research methods,research framework,innovation and research difficulties of this paper.The second part introduces the concept definition and theoretical basis of inner-party motivation.On the basis of in-depth analysis of the basic concepts of motivation,inner-party motivation,grass-roots Party organizations,rural grass-roots Party cadres and so on,the definition of inner-party motivation is clarified.By introducing the Marxist theory of human,the western classical theory of motivation and the basic thoughts of the leadership collective of the Communist Party of China on inner-party motivation,this paper explains the basic basis of inner-party motivation.The third part introduces the internal incentive mechanism and measures of the Communist Party of China in the new era.Starting from the central and local documents,it outlines the internal incentive mechanism and specific measures.The fourth part introduces the investigation carried out by Z area.Through research and analysis of inner-party incentive mechanism status quo.The fifth part,according to the content obtained in the previous part,points out that the internal motivation of rural grassroots Party and government cadres in Z district is faced with the realistic dilemma of rigid incentive concept,dilution of positive incentive,generalization of negative incentive and weakening of spiritual incentive.At the same time,through the analysis of the different components of incentives,it is concluded that: the concept of the party organization,the enhancement of the "economic man" attribute of the party members,the distortion of intra-party democracy and the mismatch of incentives led to the generation of the problems.In the sixth part,according to the dilemma pointed out in the previous part,from the four aspects of incentive subject,object,means and environment,formulate the corresponding optimization path,and explain how to establish and improve the intra-party incentive mechanism in more detail.At the level of incentive subject,it puts forward clear incentive purpose and raises the degree of attention.Clear the incentive boundary,to achieve rules to follow;Guarantee incentive resources,achieve empowerment and energy and other countermeasures.In the incentive object level,from the firm ideal and faith,realize the initiative;Make good use of fault tolerance and error correction to ensure the courage to take responsibility;We will strengthen capacity building and guide people to take these three aspects into consideration.At the level of incentive means,it puts forward to promote inner-party democracy and protect the rights of party members.We will put the people first and strengthen the external environment.Clear incentive orientation,create the secretary atmosphere and other methods.The incentive environment mainly includes innovating the incentive method and improving the assessment mechanism;Using multiple incentives to achieve incentive compatibility;Strengthen the use of results,improve the incentive effect of these aspects.
