Research On The Rule Of Law Guarantee For Casting The Consciousness Of Chinese Nation Community In Tibet

Focusing on the numero us ris ks and challenges that the Chinese natio n faces in the process of promoting the great dream of rejuvenatio n,the Communist Party of China has proposed the "program" for creating a sense of co mmunity amo ng the Chinese nation.This has been d efined as the "program" for the p arty’s ethnic work in the new era.The consciousness of the Chinese natio nal co mmunity is formed b y the common value pursuit and emo tional cognitio n of the 56 ethnic gro ups,and it is the sp iritual strength of the Chinese nation in dealing with crises and c hallenges.Amo ng the vario us ways to build and foster the s ense of the Chines e natio nal community,the rule of law path not o nly meets the inherent requirements of comprehens ively pro moting the rule of law and imp roving the modernizatio n of the natio nal go vernance s ystem,b ut it is also a guaranto r for the lo ng-term stab ility and consolid atio n of the sense of the Chinese national community.Looking back at the pro gr ess of China’s natio nal rule of law construction s ince the fo und ing of New China,a rule of law guarantee system has been estab lis hed at multip le levels and d imens io ns for b uild ing the Chinese natio nal co mmunity.The princ ip le of ethnic unity runs thro ugh the entire process of ethnic rule of law constructio n and has become the cornerstone of build ing the Chinese natio nal community.By taking into account the p resent co ntext of forging the sense o f the Chines e natio nal community,we s hould give new connotatio ns to the new era of ethnic unity,in order to protect the p ath of unity of all ethnic gro ups in accordance with the law and forge the sense of the Chinese natio nal community.In the context of comprehens ively promo ting the rule of law and governing Tibet in accordance with the law,the rule of law in Tibet p lays a cruc ial ro le in pro moting ethnic unity and c ultivating a strong sense of the Chinese natio nal community.This is ac hieved thro ugh a comb inatio n of authoritative sup erio r laws and locally developed methods.The content of local regulatio ns in Tib et that this artic le focuses on,regard ing the promotio n of ethnic unity and the cultivation of a stro ng sense of the Chines e natio nal community,is not fixed.In the early d ays fo llo wing the peaceful liberatio n of Tib et,the local legis lature responded to attempts b y foreign ethnic sep aratis ts to und ermine the unity of the Tibetan ethnic group by strengthening ethnic identity and formulating regulations that promoted ethnic unity and opposed separatist activities.Over time,the regulatio ns were expanded to inc lud e cultural identity,institutio nal id entity,and overall integratio n in line with the needs of social develop ment.As a result,a local legal system in Tib et has been estab lished to pro mote et hnic unity and cultivate a strong sense of the Chinese natio nal community.Under the correct leadership of the ruling party and with the strong support of the local s ystem,Tibet has made remarkab le progress in social,po litical,econo mic,cultural,and eco lo gical aspects.Ho wever,the local laws and regulatio ns in Tib et that pro mote ethnic unity and cultivate a strong sense of the Chinese natio nal community are still in their early stages.Therefo re,it is necessary to cond uct in-d epth researc h and exp lo ratio n on aspects such as the unity,operab ility,and stand ard izatio n of legal language in ord er to pro mote the ultimate formatio n of local regulatio ns that promote ethnic unity in Tibet,with the fundamental aim of cultivating a s ens e of the Chines e national community.Finally,this paper p roposes a feas ib le p lan for impro ving the rule of law guarantee for cultivating the commo n conscious ness of the Chinese nation in Tibet fro m three p erspectives : Tib et’s current efforts to pro mote ethnic unity and cultivate a stro ng sense of the Chinese natio nal co mmunity,the local legal system itself,and the enviro nment for imp lementing the s ystem,as well as the ab ility and level of those who imp lement the system.
