Bidirectional Convergence:A Study On The Cohesion Mechanism Between Grassroots CPPCC And Grassroots Consultation

In 2021,the official proposal of the whole process of people’s democracy marks the beginning of a new era in my country’s democratic construction.Socialist consultative democracy is an important component of China’s democracy,and establishing and improving the socialist consultative democracy system is an important driving force for promoting people’s democracy in the whole process.The CPPCC has rich experience in consultation and was given the status of a specialized consultative body in 2015,and should play a key role in the construction of a socialist consultative democracy system.Grassroots consultation is a consultation that is closer to the people,an effective way for the people to realize people’s democracy,and an important part of the socialist consultative democracy system.The effective connection of the two is a great improvement to the construction of the socialist consultative democracy system.Zhejiang and Jiangsu have formed an organic linkage between the two in practice.According to the development of local deliberative democracy,they have established the "Please come to negotiate" platform and the "Negotiable consultation" consultation room,which has played a more significant role in their respective provinces.The effective consultation platform provides a realistic template for reference for the construction of the socialist deliberative democracy system.Based on the most important analytical concept "legitimacy mechanism" in the theory of new institutionalism,this thesis analyzes the actual cases of the connection between the CPPCC and the grass-roots consultation in Jiangsu and Zhejiang,and takes the "three-pillar theory" of the institutional environment proposed by Scott,namely: regulatory,Normative and cultural-cognitive as the basic analytical clues of this research,from the perspective of the party committee,government,the negotiation platform itself,and the people,to explore the internal reasons for the connection between the local CPPCC and the grassroots negotiation.On the basis of the existing practice and development of the two places,this thesis provides suggestions for local CPPCC and grassroots consultations from three aspects: the construction of laws and regulations,the depth of internal digging platforms and digital technology,in order to provide an effective solution for the improvement of the socialist consultative democracy system.It has been helpful to advance the whole process of people’s democracy building in our country.
