| The Biweekly Consultation Forum is a regular meeting system established by the CPPCC in order to better utilize its own advantages and combine the new era and new requirements.It is a concrete institutional arrangement for consultation and democracy.The increasingly perfect operating mechanism of the Biweekly Consultation Forum and its exemplary role in consultative democracy are not only conducive to the improvement of my country’s political party system,but also accelerate the CPPCC’s consultative democracy and socialist consultative democracy’s development.However,due to its short creation time,although the basic operating mechanism and functions have been formed,its own unique advantages and the role it should play have not yet been fully demonstrated.Therefore,in the new era and new conditions,discovering and analyzing the remaining problems of the forum to actively exploring the corresponding improvement measures will help its unique role to be fully displayed and ultimately help promote my country’s socialist modernization.This article studies the bi-weekly consultation forum system,which is mainly divided into the following five parts:The first section sorts out the historical changes of my country’s "Biweekly Forum" and the gradual establishment of the biweekly consultation forum system.The "Biweekly Symposium" has been held in 1950.The development process includes the preliminary exploration from 1950 to 1954 and the tortuous development from the end of 1954 to 1976.The "Biweekly Symposium" was created as the predecessor.The weekly consultation forum system is a continuous growth of the "biweekly forum".The concrete development circumstance is partition into two stages,one is the incubation phase since 1978 to 2011,and the other is the gradual institutionalization stage since the 18 th National Congress of the Communist Party of China.To sort out the historical changes of the bi-weekly consultation forum system is conducive to further analysis of its characteristics and effectiveness.The second part elaborates on the new mechanism and new characteristics of my country’s biweekly consultation and symposium system in the specific operation process.The new mechanisms include topic selection mechanism,personnel determination mechanism,organization activity mechanism and achievement transformation mechanism;new Features include topicalization of topics,professionalization of personnel,standardization of operations,and effectiveness of results.By discussing the innovations of the bi-weekly consultation forum system,it is explained that it belongs to a working system that was innovatively established by the 12 th CPPCC to steady the construction of consultation democracy.The third section discusses the effectiveness of my country’s forum system in three levels.Among them,the role of the party system in our country is mainly manifested in integrating the resources of the ruling party and the participating parties,increase cooperation and exchanges between political parties,and enhancing the expansion of the mass base nationwide,thereby promoting the further improvement and development of the party system in our country;The role of the CPPCC is mainly manifested in the improvement of its negotiation and political structure and the strengthening of the patriotic united front in the new epoch.Finally,the biweekly consultation forum system is summarized and discussed on the role of socialist consultative democracy.The fourth section explanation the current problems of the biweekly consultation forum system.The main issues include that the function of democratization of decision-making needs to be improved.The bi-weekly consultation forum is an elite consultation system.How to truly consider the people is a question that needs to be considered;secondly,the selection of consultation topics needs to be improved,and the forum adopts thematic consultation form.The choice of topics directly effects the successful meeting,and whether it is really closely related to the people is something worth noting in the choice of topics;again,the choice of participants needs to be optimized,and whether the participants are representative directly affects the actual results of the meeting;Finally,the form of post-meeting results monitoring needs to be improved.The purpose of strengthening post-meeting supervision is to ensure that the results of the negotiations can be implemented after the results are reached.Only by truly solving the problems can the effectiveness of the forum be reflected.The fifth section considers the countermeasures for the present issue of the biweekly consultation and symposium system in our country,that is,according to the problem at this stage biweekly consultation and symposium system in our country,corresponding suggestions on the further improvement and development of this system are put forward.It mainly includes four aspects: further improving the function of democratization of decision-making,improving the selection of negotiation topics,optimizing the structure of participants,and improving the implement mechanism of the
